Main duties of the job
This is an important role within Digital Services, involving close collaboration with Digital colleagues and operational and clinical staff across the Trust. It will require effective engagement with internal and external stakeholders to deliver and embed digital Programmes of work
The Digital Programme Manager will have experience in the delivery of complex programmes and will therefore have detailed knowledge and skills in programme and project management and change management.
The Programme Manager will also be responsible for overseeing digital change and transformation, including the identification, monitoring, tracking, and realisation of benefits. This role involves engaging with clinical staff to facilitate user co-design of new processes and ensuring change assurance by aligning change management functions across digital, clinical, and Trust services. The Programme Manager must ensure compliance with NHS technical standards and will have accountability for staff, including line management and professional supervision of digital change delivery staff, as well as occasional matrix management of digital portfolio project staff. Additionally, the Programme Manager will be responsible for the identification, tracking, and realisation of financial benefits

Detailed job description and main responsibilities
· Ensure the programme and constituent projects and workstreams are managed and monitored using recognised project management and improvement methodologies for reporting on performance, risks, issues, timing, quality and benefits realisation and ensure the project is reported through the appropriate governance framework.
· Organise and attend meetings and consultations as required and ensure formal recordings of such. Ensure that documentary evidence is maintained of all work undertaken within the area of responsibility, to provide robust audit trails
· Drafting of papers for submission to appropriate meetings such as Strategic Oversight Group and Digital Group to cover various projects within the programme
· Coordinating interdependent projects and workstreams
· Ensure that the Programme Budget is controlled, monitored and reviewed.
· Be accountable for the delivery of projects and workstreams to agreed quality, cost and programme objectives
· Highlight or report any cost pressures or financial difficulties and agree and implement any remedial actions (if necessary) to restore financial performance against plan
· Ensure all projects are delivered in compliance with legislation, relevant regulations and best practice methodologies
· Excellent problem-solving skills to ensure effective and prompt resolution of issues arising during the project lifecycle
· Plan and organise work activities and formulate programmes including production and updating of project programmes using appropriate software
· Co-ordinate and support the Programme Governance and delivery groups
· Co-ordinate key meetings with key partners, including stakeholders internal and external to the Trust.
· Attend meetings on a regular basis with appropriate Trust colleagues across all Directorates as required.
· Budget holder for assigned Programme and constituent project budgets
· Co-ordinating the regularly (monthly) updating and issuing of reports.
· Ensure all key stakeholders are included in the development of the project proposals including staff, service users, patients, Experts by Experience and wider stakeholders as appropriate
· Develop any specific policy/procedures required to ensure successful delivery of the programme across the Trust.
· Co-ordinate the assimilation of data for the regular issue of programme and project update reports
· Obtain up to date and accurate data to support Business Cases when requested.
· Manage any associated risks related to the programme and projects and maintain a risk register with appropriate mitigation, escalation and reporting.
· Preparing reports and providing evidence of governance with regard to all activities undertaken.
· Be an advocate for excellent programme and project delivery
· Support and encourage innovation in the way services are delivered
- Contribution to the development of the Digital Strategy
- Participation in groups linked to the delivery of Programmes, such as the Programme Board, Clinical Reference Group, and the Benefits Assurance Group

Qualifications and experience
Essential criteria
- Educated to degree level, and additional knowledge acquired via formal training and accreditation at master’s level, or equivalent specialist knowledge acquired through experience
- Recognised project or programme management qualification (APM, Prince 2, MSP, or equivalent
- Managing Successful Programmes Practitioner
- Recognised management qualification or equivalent experience
Length of experience
Essential criteria
- Experience of Programme Management on major programmes
- Significant experience as a manager in the NHS, supporting and managing staff
- Experience of benefits identification, management and realisation
- Experience in creation of highly complex HM Treasury 5 case model documentation to contribute towards central funding applications
Desirable criteria
- Substantial NHS experience of facilitating and managing major programmes and transformational change within and across healthcare organisations, effectively working in Teams at both Project Management
Professional/specialist knowledge
Essential criteria
- Computer literate in Microsoft (MS) Word, Excel, PowerPoint and Teams
- Excellent planning and organisational skills to manage and co-ordinate day-to-day projects and workstreams, communicating with key stakeholders, clients and other interested parties as part of that process.
