Are you a strategic workforce planning leader with a passion for transforming services through data, innovation, and collaboration? HUC is seeking an exceptional Delivery Director to lead the development and delivery of a forward-thinking workforce planning and resourcing strategy across our organisation.
Reporting directly to the Chief Commercial and Delivery Officer, this influential senior leadership role will be responsible for creating and driving a coordinated workforce planning programme that supports HUC’s strategic objectives, contractual requirements, financial plans, and commitment to delivering outstanding patient care.
As the organisational lead for Workforce Planning and Resource Management, you will work across multiple functions including Business Intelligence, Commercial Modelling, Finance, People Services, GP Procurement, and Operational Leadership teams. Acting as a key strategic partner, you will ensure workforce planning is fully integrated into business decision-making, enabling HUC to respond effectively to changing patient demand, operational priorities, and national performance standards.

Main duties of the job
Strategic Commercial Leadership

Lead the development and delivery of HUC’s commercial strategy, ensuring alignment with organisational priorities, financial objectives, and long-term growth ambitions.
Business Development and Growth
-
Lead the identification, assessment, and pursuit of new business opportunities, ensuring a strong pipeline aligned to HUC’s strategic objectives.
Commercial Modelling and Financial Planning
-
Provide strategic oversight of commercial modelling activities, ensuring robust, accurate, and data-driven models underpin all business opportunities and service developments.

Ensure financial and commercial models remain current, fit for purpose, and aligned with operational, workforce, and financial assumptions.
Governance, Assurance and Risk Management
-
Maintain strong governance frameworks across commercial activities, ensuring appropriate assurance, audit, and risk management processes are in place.
Market Development and Communications
-
Lead market intelligence activities, analysing competitor activity, commissioning intentions, funding opportunities, and wider healthcare trends.
Leadership and People Management
-
Provide inspirational leadership to the Commercial Directorate, including direct management of senior leaders responsible for Commercial Modelling, Business Development, and Market Development & Communications.

Education and Qualifications
Essential criteria
- Degree Level Education- typically in healthcare managements, business administration, operational management or a related field
Desirable criteria
- Post-graduate qualification / Master – in health services management, or equivalent in a relevant subject area
Knowledge and Experience
Essential criteria
- Significant senior-level experience in bid management for complex bids of £20m+ per annum
- Demonstrable experience of modelling complex services and sound financial understanding
- Demonstrable experience leading high-performing teams within a matrix environment.
- Excellent analytical, communication, negotiation, and influencing skills.
- Ability to interpret operational understanding to ensure they translate into clear concise commercial models
- Strong stakeholder management skills with the ability to influence at senior leadership level.
- Evidence of using data analytics to support data driven decision making and service improvements
- Implementing a culture of high performance and high quality throughout all services with visible accountability at levels
- Proven understanding of budget management, cost controls and departmental transformation to generate efficiencies.
- Strong understanding of the NHS, and wider health sector at a senior level with experience of developing and maintaining partnerships within the political landscape
Desirable criteria
- Extensive knowledge of primary and urgent care services including NHS 111 operational delivery and performance management.
- Practical experience of project management processes and systems
- Experience in supporting and contributing to strong integrated governance, learning and improvement
- Ability to demonstrate understanding and behaviours associated with HUC values
- Experience of large-scale change management and service redesign projects
