West Hertfordshire Teaching Hospitals NHS Trust is progressing the next stage of work to deliver a new Watford General Hospital, supported by renewed commitment from NHS England and the New Hospital Programme.  

To support this progress, the Trust is expanding its redevelopment programme team to help take forward this high profile and complex programme of work. 

Subject to public consultation and formal approvals, the programme also includes proposals for Mount Vernon Cancer Centre services. This work is being developed as part of the Combined Watford Scheme and is being progressed in collaboration with University College London Hospitals (UCLH). 

This is a key role supporting a wide portfolio of projects from inception through to completion, ensuring delivery to time, cost and quality standards while maintaining full compliance with statutory, regulatory and Trust requirements. 

The post holder will work closely with clinical, operational and estates colleagues to ensure projects are delivered safely, efficiently and with minimal disruption to patient care.

Main duties of the job

Plan, manage and deliver a portfolio of redevelopment and enabling works projects, including service decant and relocation activities, ensuring delivery to agreed time, cost and quality parameters. 

Develop and maintain detailed project plans, schedules and programme milestones, incorporating phased service moves where required. 

Support the planning and coordination of decant and relocation programmes, ensuring services are safely transitioned with minimal disruption. 

Monitor project progress, identifying risks and issues and implementing corrective actions. 

Ensure effective project governance, including maintaining action logs, risk registers and decision logs. 

Assist with monitoring project budgets, including costs associated with relocation and enabling works. 

Facilitate effective working relationships between clinical, operational and corporate teams. 

Portray a professional image and contribute to the team culture by maintaining positive working relationships with peers, colleagues and external stakeholders.

Detailed job description and main responsibilities

The purpose of this role is to manage a broad and complex portfolio of redevelopment and enabling works, working collaboratively with clinical and corporate divisions to coordinate the safe and effective relocation of services, staff, and equipment.

Reporting to and working under the direction of the Redevelopment Clinical Design Team, the post holder will provide oversight across multiple projects. This includes planning and organising activities with staff and stakeholders, ensuring effective implementation, monitoring progress, and maintaining clear communication of project timelines.

Aligned to the organisation’s vision of delivering excellent patient care together, the post holder will demonstrate and promote the values of being empowered, compassionate, professional, and inclusive.

The post holder will oversee project governance processes, including maintaining accurate milestone schedules and programme plans, producing timely meeting minutes, and preparing reports and dashboards for project boards. They will also be responsible for maintaining risk, issue, change, and decision logs.

Person specification

Education and qualifications

Essential criteria
  • Bachelors degree or equivalent; or relevant previous experience in a programme/project management office and successful delivery
  • Principles and practice of change management theories or relevant experience
Desirable criteria
  • PRINCE2 practitioner, or equivalent project management qualification.
  • Experience of completing projects of change within a healthcare setting

Knowledge

Essential criteria
  • Project or change management best practice.
  • Knowledge of NHS processes
  • MS Office including MS Project
Desirable criteria
  • Knowledge of NHS contracting process.

Experience

Essential criteria
  • Relevant experience of operational or project implementation/experience
  • Proven ability to prioritise and organise workload.
  • Experience at management level
  • Experience in financial management and budgeting skills.
  • Experience of dealing with conflict and working with colleagues to agree remedial action as required
Desirable criteria
  • NHS or other public service background
