We are seeking a skilled and experienced project or programme manager to join the redevelopment team at West Hertfordshire NHS Trust, working on the Combined Watford Scheme (CWS).

The CWS is a high-profile programme to deliver a new Watford General Hospital (WGH), potentially alongside a new Mount Vernon Cancer Centre (MVCC), subject to the outcome of public consultation.

It is a joint programme being delivered by WHTH and UCLH, therefore requiring a collaborative and joined-up PMO function to manage delivery.

This PMO role will join at an exciting time in the programme to establish and embed a structured and proactive PMO approach and culture within the CWS. 

Main duties of the job

This role will be expected to work across several functional areas, required to deliver a broad and high functioning programme management office (PMO), as described within the job description. These areas include:
•    Programme Management and PMO delivery
•    Governance and Reporting 
•    Financial Management  
•    Team Development and Management

Detailed job description and main responsibilities

The post-holder will work closely with the CWS Senior Teams across both WHTH and UCLH. They are responsible for designing and embedding PMO processes, to ensure that:
The PMO supports delivery of the entire Combined Watford Scheme, across both Trust partners – WHTH and UCLH.

Governance arrangements are robust and adhered to, 

All workstreams are effectively coordinated through a central programme plan that identifies interdependencies.

Both internal and external reporting is of the highest quality. 

The PMO function will be supported by two Redevelopment Coordinators and a Document Controller. 

Person specification

Education and qualifications

Essential criteria
  • Masters degree or equivalent previous experience in programme management, with proven successful delivery
  • Managing Successful Programmes qualification or equivalent
  • Evidence of continuous professional development.

Knowledge

Essential criteria
  • Knowledge of best practice in programme management office function.
  • Understanding of NHS working environment and major capital schemes.
Desirable criteria
  • Knowledge of NHS Capital Business Case development / HM Treasury Green Book Guidance.

Experience

Essential criteria
  • Experience of initiating and/or delivering a robust PMO function for significant change / capital schemes
  • Experience in risk management at a programme level.
  • Experience in overseeing and/or delivering the PO to payment cycle related to procurements on large capital scheme.
  • Experience of presenting to senior executives regarding programme plans
  • Line management of team members.
Desirable criteria
  • NHS or other public services operational or service development experience, across a range of services.
  • Experience of HM treasury capital scheme business cases.
  • Experience using Datix for risk management.
  • Procurement or financial experience.
