Job overview

HUC is seeking a visionary leader to head its newly established Clinical Assessment Service (CAS), responsible for the safe and high-quality delivery of NHS 111 Clinical Advisors, Out of Hours triage, Emergency Department and 999 validation, Dental, Minor Injury and Pharmacy calls. This role carries real influence in shaping how urgent and unplanned health and social care is delivered across the region, with a strong focus on performance, innovation and patient outcomes.

As Head of CAS, you will be a key member of the Senior Leadership Team, steering both the operational delivery and long-term strategic direction of services. You will provide visible leadership for front-line teams, ensure regulatory and contractual standards are met, and build strong partnerships with system stakeholders. This is a role for a decisive and outcomes-driven leader who can balance clinical governance, workforce development and financial accountability, while driving continuous improvement and resilience across services.

Main duties of the job

  • Lead the quality, safety and operational delivery of CAS, ensuring services meet all contractual, clinical and regulatory requirements.

  • Provide visible, engaged leadership across services and act as an advocate for the clinical workforce.

  • Ensure operational performance and KPI achievement, delivering measurable service improvements supported by robust monitoring.

  • Contribute to HUC’s corporate strategy, translating it into practical and sustainable operational plans for CAS.

  • Oversee workforce planning, compliance, appraisals and performance management for the CAS team.

  • Hold responsibility for budget management, financial planning and delivery of efficiencies.

  • Develop effective working relationships with commissioners, regulators and system partners, representing CAS and HUC at senior level.

Essential

Essential criteria
  • Degree Level Education- typically in healthcare managements, business administration, operational management or a related field
  • Knowledge of working within the NHS or private healthcare delivery
  • Experience of NHS procurement processes and preparation of high quality responses
  • Knowledge of working within the NHS or private healthcare delivery.
  • Significant leadership experience with demonstrable understanding of the healthcare sector
  • Hold a current UK driving license
Desirable criteria
  • Experience of working in 111/Urgent Care/Primary Care Out of Hours.
  • Post-graduate qualification / Master – in health services management, or equivalent in a relevant subject area
  • Registered clinician with a license to practice
