The successful candidate will be working as a core member of the fire safety team, building on the existing fire safety culture, delivering compliance with statutory frameworks, and supporting improvements to the built environment.

The Fire Safety Advisor (FSA) will be responsible for the delivery of our fire risk assessment programme in compliance with all fire legislation and NHS standards. The FSA will work closely with our Estates colleagues, supporting with technical advice, undertaking proactive work programmes, investigating incidents, and supporting the Fire Safety Trainer with the design and delivery of training that aligns with the Skills for Health framework and HTM 05-03 part A.

This position will not be supported for visa sponsorship.  All applicants are expected to have valid right to work document to work in the UK when applying for this position.

Main duties of the job

The FSA will work with the Associate Director of Fire and Governance to provide assurance that the Trust is meeting statutory and regulatory obligations, while also adhering to national, local and industry guidance. Where gaps are identified, they will be clearly documented in reports and supported by achievable action plans.

The FSA will support the Associate Director of Fire and Governance to ensure that appropriate policies, procedures, and arrangements are in place, and that robust governance processes are followed to monitor the effectiveness of fire safety initiatives introduced across the Trust.

Detailed job description and main responsibilities

Specific Responsibilities:

Clinical Responsibilities: to include level of responsibility for:

Act as the direct contact with the Kent Fire and Rescue Service (KFRS) and London Fire Brigade (LFB) in relation to fire safety matters and information for the benefit of operational firefighting. Through regular meetings, develop and maintain communication links with representatives of LFB, providing information relating to the state of the fire safety measure and findings of the Fire Risk Assessments when required.

Work with all members of the Trust to ensure a safe and healthy environment (fire) for the Trust to meet its responsibilities under the Health and Social Care (H&SC) Act 2008 and to meet the standards of the ‘Code of Practice’, which encompasses the H&SC Act; Regulation 12 –Safe Treatment and Care and Regulation 15 – Premises and Equipment.

Provide and receive complex information regarding fire safety legislation, Regulatory Reform (Fire Safety) Order 2005, NHS HTM05 Series and other associated fire guidance for the benefit of the Trust.

Implement the Trust’s Fire Safety Policy and the underpinning procedures and protocols in line with current legislation and guidance.

Undertake fire risk assessments in line with the requirements set out in the Regulatory Reform (Fire Safety) Order 2005, NHS HTM 05 documentation.

Liaise with the Resilience Planning Officer and Trust representatives, as well as external organisations to develop, implement and review the organisation’s fire emergency plan.

Know the limits of their capabilities and when necessary seek specialist advice from an Authorising Engineer (Fire) and the Associate Director of Fire and Governance.

Work with the Associate Director of Fire and Governance to develop and maintain an environment, which will reduce the risk of harm to patients/clients, their relatives/carers and other healthcare personnel, through programmes of risk assessments and inspections in compliance with legislative frameworks, education programmes and awareness.

Establish and maintain communications and good working relationships to promote and respond to Fire and Safety issues through the Health and Safety Committee and Fire Safety Committee.

Plan, implement and monitor the annual fire risk assessments for all sites, linking these to best practice approaches NHS Standards especially those related to Safety and the environment and trust risk assessment policies.

Person specification

Education and Training

Essential criteria
  • Specialist Fire Safety Courses e.g. Fire Service College or NEBOSH National Certificate in Fire Safety and Risk Management and or relevant Fire Service experience
  • Evidence of continuing professional development (CPD).
  • Qualification in Risk Assessment and/or Health and Safety Regulations.
Desirable criteria
  • Member of the Institute of Fire Engineers/or relevant professional body.
  • Current NEBOSH general certificate.
  • Qualified/experienced Training instructor.

Knowledge and Skills

Essential criteria
  • Ability to carry out fire safety audits and risk assessments.
  • Ability to make judgments and apply provisions of highly complex legislation, Regulatory Reform (Fire Safety) Order 2005 associated health and safety legislation, NHS HTM 05:01 Firecode documents and other associated fire guidance for the benefit of the Trust.
  • Develop and deliver fire training programmes
  • IT Literate
  • Understanding of healthcare planning and standards.
  • Understanding of fire risk assessments within a healthcare environment.
  • Demonstrable knowledge of Healthcare guidance, HTM’s, HBN’s and other industry specific guidance.
  • Understanding of Fire Modelling and Fire Engineering techniques.
  • Knowledge of audit processes/ Firecode/ HTM and safety legislation.
  • Fully conversant with HTM, HBN, IEE EN and British Standards, Fire code and Encode.
  • Thorough working knowledge of all current legislation, NHS guidance and advice notes.
  • Professional knowledge of working in a large healthcare institution.

Experience

Essential criteria
  • Significant experience of Fire safety management providing expert advice and knowledge to the Trust Board and operational staff across departmental boundaries on fire safety, fire risk management, fire legislation and codes of practice and fire safety training.
  • Experience of working with Capital Projects team/contractors for new build or refurbishment projects.
  • Experience of working with external bodies such as Fire and Rescue Services.
Desirable criteria
  • Experience of working in a complex clinical environment in a similar role.
