Detailed job description and main responsibilities

1. Emergency Planning & CBRN Preparedness

  • Develop, implement, and maintain emergency plans and guidance for:
    • Chemical, Biological, Radiological, and Nuclear (CBRN) incidents
    • Major Incidents
    • Mass Fatalities
    • Business Continuity
  • Coordinate planning activities with internal and external stakeholders.
  • Maintain and update emergency preparedness documentation (e.g., Major Incident Plan, Pandemic Plan).

2. Policy & Guidance Development

  • Create and monitor Trust-wide emergency planning and business continuity policies.
  • Propose and implement changes to plans and guidance as needed.
  • Ensure alignment with national and local resilience frameworks.

3. Training & Exercises

  • Design, implement, and review training programmes and exercises.
  • Deliver face-to-face training in line with programme requirements.
  • Promote CBRN and Major Incident training to relevant staff.
  • Manage physical resources for training and exercises.

4. Communication & Stakeholder Engagement

  • Act as the first point of contact for emergency planning and business continuity queries.
  • Provide complex and sometimes sensitive information using persuasion and reassurance.
  • Ensure effective communication and collaboration across divisions and agencies.

5. Information Management & Research

  • Research and interpret emergency planning and business continuity information.
  • Monitor updates from resilience websites (e.g., DoH, UK Resilience, EPS).
  • Maintain databases and intranet sites with relevant and timely information.

6. Operational Support & Leadership

  • Provide support during major incidents to Strategic and Tactical Commanders.
  • Deputise for the Head of EPRR when qualified.
  • Supervise students and junior staff as appropriate.
  • Prioritise workload under pressure and respond to changing circumstances.

Person specification

Qualifications

Essential criteria
  • Educated to diploma level or equivalent relevant experience and knowledge
  • Qualified or ability to become qualified in EPRR
  • Has a willingness to become a member of the Emergency Planning society and the Business Continuity Institute.
Desirable criteria
  • EPRR related qualifications e.g. Resilience Academy

Knowledge

Essential criteria
  • Understanding of Emergency Planning & Business Continuity legislation and processes
  • Understanding of Civil Contingencies Act 2004 and all relevant NHS Guidance.
  • MS Office systems and practice.
Desirable criteria
  • Familiar with Resilience Direct
  • Familiar with Incident SitRep Reporting

Experience

Essential criteria
  • It is expected that the principal candidate for this role is a experienced individual with proven experience in Emergency Planning and / or Business Continuity or relevant transferable experience and who is seeking to further their career in Emergency Planning and Business Continuity.
  • Experience in working with Emergency Planning and Business Continuity Officer
  • Experience in working in a high pressured and complex department
  • Formal Loggist Experience and/or training
  • Experience of co-ordinating events
  • Familiar with Business Continuity/EPRR planning
  • Experience at working with Executive colleagues and external partners

Skills

Essential criteria
  • Ability to communicate advice and train others
  • Keyboard skills, including intermediate to advanced Microsoft Word and Excel skills
  • A high level of IT literacy
  • Ability to prioritise and organise a large volume of work with frequently changing priorities and work systematically towards deadlines
  • Ability to converse with, and win the confidence of, a diverse group of professional staff, managers and the public
  • Excellent verbal and written communication skills
  • Ability to analyse and interpret written information
  • Understanding of, and ability to maintain, confidentiality at all times

  • Has the ability to develop good working relationships with clinical groups

  • Has experience with website or database development would be an advantage
  • Providing tactical advice to senior members of staff during a high pressurised event / incident
  • Providing strategic advice to senior members of staff during a high pressurised event / incident
  • Detailed understanding of emergency planning, business continuity, crisis management, risk management and counter terrorism
