We are seeking a highly motivated individual to join us as Chief Strategy and Planning Officer to provide strategic leadership, corporate oversight and organisational grip across Medway NHS Foundation Trust. The postholder will play a central role in shaping and delivering the Trust’s strategic objectives, supporting improvements in quality, access, productivity, workforce experience and reputation, while ensuring that strategic ambition is translated into clear, deliverable plans. This is an exciting opportunity to make a real difference at Medway and contribute to the Trust’s longer-term strategic plan.

Main duties of the job

The CSO will hold a broad, integrated portfolio spanning strategy and transformation, system transformation and partnerships, digital and data, estates and infrastructure, major capital, corporate communications and engagement, and the Trust Charity. This portfolio is central to the Trust’s ambition to modernise its estate and ways of working, improve staff and patient experience, and deliver sustainable performance for the population served by Medway.

Detailed job description and main responsibilities

Act as a member of the Trust Board, sharing collective responsibility for quality, safety, performance, finance and workforce sustainability.

Support the Chief Executive in strengthening organisational grip, ensuring clear accountability, effective assurance and delivery against priorities.

Participate in the Executive Director on‑call rota, contributing to senior decision‑making during periods of pressure.

Lead the development, review and delivery of the Trust’s long‑term strategy, ensuring alignment with national expectations, system priorities and the needs of Medway’s population.

Oversee strategic and operational planning processes, ensuring plans are realistic, deliverable and focused on improving access, flow and outcomes.

Establish and maintain robust programme governance to support delivery of transformation, recovery and improvement initiatives.

Work with Executive colleagues to support sustained improvement in quality, productivity and performance, including elective recovery and urgent care flow.

Qualifications

Essential criteria
  • Educated to Master’s level or equivalent experience
  • Evidence of ongoing personal and professional development appropriate to a senior executive role
Desirable criteria
  • Postgraduate leadership or management qualification

Knowledge

Essential criteria
  • Strong commercial and business acumen with an ability to contribute to major investment programmes
  • Intellectual flexibility to make strategies and complex situations accessible to stakeholders
  • Ability to balance the need to think strategically and manage and deliver operationally
  • Politically aware, with sound judgement and emotional intelligence
  • Financially aware, with experience contributing to business cases and investment decisions

Experience

Essential criteria
  • Significant senior leadership experience at Executive or near Executive level within the NHS or a comparable complex organisation
  • Experience of working closely with a Trust Board, with a clear understanding of governance and collective accountability
  • Experience of overseeing complex, organisation wide programmes or portfolios, involving multiple stakeholders
  • Senior involvement in estates, infrastructure or capital investment, with an understanding of their strategic importance
Desirable criteria
  • Experience in a large acute trust, particularly one facing high demand, workforce and performance pressures
  • Direct experience of major capital or redevelopment programmes, including national approvals
  • Experience of working with or supporting an NHS Charity

  • Analytical skills, ability to grasp a complex problem quickly and provide non-traditional solutions to problems
