We are recruiting for a Temporary Resourcing Operations Manager who shares our ambition and vision to deliver the Best of Care by the Best People and has the drive to take us forward, by ensuring that the Trust continues to be the first choice for patients and our staff.
Main duties of the job
As our Temporary Resourcing Operations Manager, you’ll lead the Trust’s centralised Temporary Resourcing Service — providing high-quality, cost-effective staffing solutions across all staff groups, including bank workers, agency staff, and interims.
You’ll ensure our service is efficient, compliant, and responsive to operational needs while delivering exceptional value for money. This is a hands-on leadership role where you’ll champion innovation, streamline processes, and maximise the use of technology to meet the ever-evolving needs of our Trust.
Your responsibilities will include:
- Leading day-to-day operations of the Temporary Resourcing function.
- Managing agency contracts and ensuring compliance with NHS England, NHS Improvement, and NHS Employers directives.
- Analysing workforce data to reduce temporary staffing costs and improve efficiency.
- Developing recruitment pipelines and talent pools to ensure a sustainable supply of skilled temporary workers.
- Driving continuous improvement in systems, processes, and governance.
- Management of all complaints (serious and minor)

Detailed job description and main responsibilities
We’re looking for a dynamic, forward-thinking leader who thrives in a fast-paced environment.
You’ll bring:
- Proven experience managing a high-volume temporary staffing or resourcing service.
- Strong leadership, influencing and communication skills with the ability to engage stakeholders at all levels.
- Excellent analytical and reporting skills, with the ability to interpret complex workforce data.
- A creative, problem-solving mindset with a drive for improvement and innovation.
- Educated to Master’s level (or equivalent experience) with evidence of continued professional development.
To lead the Trust Temporary Resourcing service providing temporary staffing solutions across all staff groups via staff bank workers, agency workers, and interims.
To be responsible for continuous improvement of the Temporary Resourcing ensuring it is responsive to service needs, provides value for money, and meets governance and audit requirements including NHS England and NHS Improvement directives.
Responsibility for the daily operational management providing the Trust stakeholders with the required management information to continuously monitor, control, reduce temporary staffing demand and cost.
The key aim of this role is to develop and lead an efficient, professional and cost effective temporary staffing service for the Trust.

- Experience of effectively leading a multi-disciplinary temporary staffing function
- Experience of effectively managing complaints and dealing with incident reporting requirements.
- Experience of effectively leading a service delivering high volume workload to meet service demands against non-negotiable deadlines
- Experience of analysing data and producing complex reports
- Experience of working in a complex political environment, balancing the competing needs of internal and external stakeholders.
Skills
Essential criteria
- Effective budget monitoring.
- Ability to design, develop & implement temporary staffing strategies at a senior level.
- Strong and effective leadership skills with the ability to motivate, influence, persuade, and ensure effective delivery.
- Excellent verbal and written communication skills to Board level and across external organisations / agencies.
- Ability to meet challenging deadlines whilst maintaining accuracy and data integrity.
- Producing and implementing robust policies, processes and procedures.
- Ability to analyse highly complex environments, business needs, and assess supplier capability.
- Advanced MS Excel
- Standard Keyboard skills
