An exciting opportunity has arisen within Maidstone and Tunbridge Wells NHS Trust, Estates Capital Developments team. We are looking to appoint an individual who can demonstrate excellent day to day leadership and communications skills with a previous track record of successfully delivering a high standard of service provision and budgetary control.

This role reports to the Associate Director Capital Developments and contributes to the strategic planning of the Estates service for Maidstone and Tunbridge Wells NHS Trust. The successful candidate will plan, organise and develop Capital Developments within our Hospital.

Main duties of the job

Support the Associate Director of Capital Development in delivering Capital Projects and managing Capital Backlog Maintenance. While reporting directly to the Associate Director, you will maintain close working relationships with the Director of Estates & Capital Development and Operational Estates teams to ensure compliance and maintenance revenue obligations are met cost-effectively throughout the asset lifecycle. You will communicate complex technical project information to a diverse audience including Directors, Senior Managers, suppliers, and both specialist and non-specialist stakeholders.

Possess expert knowledge of HTM, HBN, CIBSE, and all relevant regulatory requirements, and apply these to ensure a balance between compliance and cost-effectiveness in the development of project specifications. Take responsibility for engineering maintenance, development of estates operational policy, and all forms of project documentation, ensuring they are regularly updated.

Ensure patient safety and comfort are central to all project deliverables, and that all building and health & safety requirements are fully met. Provide support in the administration of the capital programme using a risk-based methodology, incorporating data from backlog maintenance, wayfinding, asbestos records, and six-facet surveys.

Qualifications

Essential criteria
  • Educated to MSC level or equivalent level of experience of working at a senior level in Building construction or Engineering services.
  • Management Qualification
  • Evidence of post qualifying and continuing professional development.
  • PRINCE 2 Practitioner or equivalent project management qualification.
  • Extensive knowledge of range of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to Degree level or equivalent.
  • IOSH Healthcare (Risk & Safety Management) or NEBOSH general certificate (Construction).
Desirable criteria
  • Evidence of CPD

Experience/Knowledge

Essential criteria
  • Significant Experience and knowledge of Estates operational management and project management in building construction.
  • In depth experience in design, specification and negotiation of construction projects, Capital project management and administration of construction contract matters.
  • In depth knowledge of NHS project management including procurement routes, and business case development.
  • Health service Capital investment and procurement procedures.
  • Contracts for Building construction and Engineering schemes in order to ensure that all Capital and revenue schemes are carried out in accordance with industry and NHS requirements for robust contract control.

  • Ability to make sound judgements and decisions involving highly complex facts and conflicting demands.
  • Able to produce concise reports both financial and information based.
  • Ability to interpret national and local guidelines. Able to interpret and act upon new guidance from NHS or Professional bodies.
