Data Governance Manager

This is a key leadership role at the heart of how NHS Greater Manchester uses data to improve care, services, and population health outcomes.

As Data Governance Manager, you will shape and ensure how we use data safely, ethically, and effectively across the system.

You will work with senior colleagues, partners, and programmes to enable high quality data use—supporting direct care, analytics, research and service transformation—while ensuring the right safeguards are in place. This is an opportunity to influence system-wide approaches, build capability and make governance a practical enabler rather than a barrier.

What we’re looking for

·       We’re looking for someone who can combine expertise with pragmatism. You don’t need to have done this exact role before, but you should bring:

·       Strong understanding of data governance, information governance or data protection

·       Experience working with complex data environments or multi-partner systems

·       Ability to translate regulation into practical, workable approaches

·       Confidence working with senior stakeholders and influencing decisions

·       A collaborative approach, with a focus on enabling teams rather than blocking progress

What you’ll do

·       Lead and develop a coherent, practical data governance approach across the Data Insight and Intelligence (DII) function

·       Design and continuously improve frameworks, policies and ways of working that support safe and effective use of data

·       Act as a trusted advisor to senior leaders, programme boards and delivery teams on governance, risk and best practice

·       Ensure data use remains compliant, proportionate and well-managed, including UK GDPR, Data Protection Act and NHS requirements

·       Oversee and support Data Protection Impact Assessments (DPIAs), helping teams to progress confidently and safely

·       Enable the onboarding and use of new data sets and flows, working with internal teams and system partners

·       Support governance of key platforms such as the Analytics and Data Science Platform (ADSP) and Secure Data Environment (SDE)

·       Manage governance risks, audits and assurance processes, ensuring issues are addressed early and transparently

·       Build understanding and confidence in data governance through engagement, support and training

  • Degree‑level qualification or equivalent experience in data governance, information governance, data management, information law, or a related field.

Experience

  • Significant experience working in data governance, information governance or data protection within a Health or Social care organisation.
  • Proven experience leading or overseeing compliance with UK GDPR, Data Protection Act 2018 and NHS data standards.
  • Experience managing data governance risks, audits, assurance processes and risk registers.

  • Experience supporting or governing secure data platforms, such as Secure Data Environments (SDEs), analytics platforms or similar.
  • Knowledge of national NHS data strategies and NHS England data governance frameworks.
