One LSC is a new collaborative partnership shared service formed by the five NHS Trusts serving the Lancashire and South Cumbria population of 1.8 million people. We are a shared service run by the NHS, for the NHS and are hosted by East Lancashire Hospitals NHS Trust on behalf of the partner Trusts of the Lancashire and South Cumbria system.
One LSC stands for ‘One Lancashire and South Cumbria’ and reflects the Lancashire and South Cumbria System ambition to have one team serving Lancashire and South Cumbria in a joined-up way. It is jointly run by the five Trusts as a collaborative partnership.
The Trusts that make up One LSC are:

One LSC brings together the Digital, Data and Technology, Estates and Facilities, Finance, People Services and Procurement and Logistics services from each of the provider Trusts to create one central community of professionals. Under one leadership team, they will provide services for and on behalf of all Trusts.
The aim is to bring services more closely together so that we can deliver the best service possible to each of our partner organisations. At the core of One LSC delivery is eliminating duplication, removing unwarranted variation, realisation of the benefits of sharing common systems and processes and ensuring we deliver value for money for our partners, our system and, ultimately, for the communities we serve.
Job overview
A new role has become available for you to join our Employee Services Department as a Payroll Training Team Leader, supporting our Payroll Teams. You will also contribute to the design and review of training programs, covering payroll where necessary.
You are expected to have a high level of understanding and experience with the Microsoft Office Suite, particularly Excel and PowerPoint. You will be required to work independently and proactively, using your own initiative.
This is a valuable chance for you to work at a senior level and play a key role in shaping the development of the service.
Main duties of the job
You will be responsible for supporting and developing standard operating procedures and delivery of training to members of the department. You will provide comprehensive training and support acting as a mentor to the team, you will have a detailed understanding of NHS Terms and Conditions of Service, Statutory legislation, Pension legislation, Contract and Service level agreements and internal office procedure and systems including ESR. You will have excellent communication skills both verbal and written.
A working knowledge of PowerPoint and Excel is essential together with the ability to build effective working relationships at all levels. You lead manage the centralised administration team consisting of 4 team members who act as first point of contact for employee enquires.

· Provision of the efficient and effective operation of the Transactional ESR Service and Transactional HR Services.
· Develop and maintain a comprehensive knowledge of complex statutory HMRC Regulations (e.g. tax, national insurance, statutory, sick/maternity pay, tax credits, student loans, statutory paternity/adoption leave, court orders) and NHS Pension Scheme Regulations.
· Provide advice and assistance to employees and clients in accordance with the Data Protection Act
· Ensure team members are aware of compliance associated with sharing data and confidentiality.
· Support the Senior staff in the supervision, induction, training and development of junior staff, including the allocation of duties as appropriate.

Person specification
Qualifications and Education
Essential criteria
- Hold or be studying towards CIPP Diploma in Payroll Management or NVQ level four or demonstrate knowledge and experience to an equivalent standard within NHS payroll.
Desirable criteria
- Demonstrate a comprehensive knowledge of NHS Payroll Conditions and Procedures, and current Statutory Legislation
- Demonstrate an extensive knowledge of the workings of all pay related computer systems
- Demonstrate ability to effectively use spreadsheets, E Mail and Microsoft Office facilities including powerpoint.
