Facilities Manager - Soft Services, Waste and Sustainability Manager

Full Time, Permanent, Band 8A

The post holder will be professionally accountable for the Trust’s Support Services (listed below) and will lead the operational direction of Facility Services. This post will involve ad hoc working at weekends on a rota basis if required and on call.

Grounds & Gardens
Laundry & Linen
Portering Services
Postal Services
Uniforms
Waste and Sustainability Management
Managing in house services

The post holder will lead a programme of Patient Environment inspections and take appropriate actions to ensure maximum scores are attained in the National Patient Safety Agency, Patient Lead Assessment of the Care Environment (PLACE) process and National Standards of Cleanliness.
To ensure that there are clear and transparent measure of success (KPI’s) for the post holder service/s and these are delivered at the required level.
To deputise for the Head of Facilities across the full range of their duties.
To be the subject matter expert for Waste Management

Main duties of the job

Ensure engagement in PLACE standards to achieve a consistently high score for each inspection and ensure issues identified are remedied and lessons learned are applied.
Responsible for the management of pest control, post, laundry and linen, waste management, grounds and gardens and be the relief manager for covering travel transport when the manager is on leave.

 Work closely across the organisation’s management to ensure that ensure understanding and compliance with environmental legislation and trust policy and implement best practice. Ensure any waste and environmental issues are properly considered with appropriate stakeholder communication in all new works, projects, developments, or areas of non-compliance.

Liaise with the Environment Agency, Councils and other statutory authorities for waste management issues.
Management and liaison of the Trust’s waste contractors.
Carry out Duty of Care external and internal audits.
Carry out waste incident investigation and reporting.
 Develop waste and recycling opportunities in conjunction with procurement and external agencies.
Manage the Trust wide waste disposal contract provision.
Provide key performance indicators disposal contract provision.
 Achieve reductions in waste in line with Department of Health guidance.
 Ensure that the Trust is using best practice in accordance to the Department of Health “Health Technical Memorandum 07-01” and other relevant waste legislation.

Using industry best practise, bench marking data and other metrics ensure the Trust gets value for money for the services and that there are cost improvement and efficiency plans in place.
Provide information to support annual and monthly budget setting.
Positively contribute to identify and achieve cost improvement initiatives.
Develop business cases and evidence-based proposals for investment requirements.
Responsible for all budgeting for the services under the sphere of responsibility.
 Ensure compliance with Trust Standing Financial Instructions (SFI’s).
Proactively support and develop applications for grant funding or other finance schemes to support the delivery of carbon reduction / sustainability initiatives. Present economic and or environmental sustainability proposals including business cases to management for funding considerations.

Detailed job description and main responsibilities

The post-holder will be expected to identify and where possible exceed local and national priorities to ensure the highest quality of patient experience from the Estates and Facilities team. This will be achieved through robust mechanisms of auditing, learning from complaints and positive and negative feedback. Liaise with the FM management team to identify and agree appropriate actions plans to continually drive improvements in the quality of services.
