Job overview

We are seeking an experienced Estates contracts manager to join the PFI management team to strengthen our in-house expertise and initiate and review research related contracts and negotiate with PFI partners, and other organisations to protect the Trust's interests. The post holder will Support the PFI Management Team in continuously improving PFI & estates contractual compliance with statutory requirements across all Trust sites. The post holder will deal with highly complex situations requiring analysis, interpretation and comparison of a range of options including commercial, technical and professional support to the Estates & Facilities Directorate.

Main duties of the job

The post holder will be responsible for monitoring and analysis of risks and performance of the Trusts PFI Contracts. They will ensure that all services associated with the PFI contracted properties are meeting the obligations and responsibilities defined under the Project Agreement. They will work as an integral part of the Estates management team to assist in improving value for money, statutory and mandatory compliance across all Trust sites.

Their duties will include planning, organising and managing compliance audits. They will also manage projects ranging from statutory compliance works, minor revenue funded projects, life cycle and passive fire protection improvement programmes. They will ensure all lifecycle projects comply with CDM regulations and safe working systems are deployed by estates and facilities workforce and contractors working on the Trust’s diverse Estate. They will review procedures and working practices and help develop policies to ensure compliance with relevant legislation, regulations, codes of practice, and technical guidance. The post holder to attend PFI Contract Management meetings, Payment Mechanism, Variation, Fire Stopping, Legal and planned works meetings as required. Strategically manage PFI contracts to ensure the Trust’s aims and objectives are achieved, by developing and agreeing appropriate Key Performance Indicators, Service level Agreements and continuous improvement targets with contractors.

Qualifications

Essential criteria
  • Degree level qualification or equivalent, BTEC technical with experience in an operational or monitoring post, delivering multi-FM services and/or PFI Schemes experience, highly developed knowledge of FM or technical services in a Healthcare environment.
  • Strong technical knowledge in hard FM fields.
Desirable criteria
  • Be a member of a recognized professional institute i.e. CIBSE; BIFM; IFMA RICS, IHEEM, HEFMA or equivalent.
  • Understanding and experience of commercial aspects of PFI projects across a range of complexities and value.

Experience

Essential criteria
  • Supervisory/management experience within a Hard Facilities Management environment.
  • Experience of working with contracted out support services.
  • NHS experience, preferably within either an acute environment
  • Good understanding and training in contract management; project management
Desirable criteria
  • A wide knowledge of professional facilities management of buildings or building engineering services relating to a modern hospital environment at Master level, updated regularly through further specialist courses and personal continued professional development.

Knowledge

Essential criteria
  • Analytical skills: the contract manager will need to be able to analyse the contractual documents and put in place practical monitoring processes regarding the provisions of the project.
  • Detailed knowledge and experience of developing, negotiating, tendering and managing complex high value contracts, such as PFI agreements or contracts
Desirable criteria
  • Knowledge and practice of working to leading Commercial principles, processes and practices.
  • Knowledge of advanced Microsoft Excel application.

Skills

Essential criteria
  • Good written and verbal communications – both one to one and within a group setting. Computer literacy including MS Office.
  • Excellent negotiating skills.
  • Advanced data analysis and reporting capabilities.
  • Excellent problem-solving skills with the ability to weigh up complex technical issues
  • Possess self-motivation and have the ability to work under own initiative monitoring service provision and generating action plans and executing them.
  • Ability to Chair and participate in meetings
Desirable criteria
  • Ability to work under pressure and possess good time management skills balancing and achieving numerous deadlines.
  • To hold the aptitude and ability to communicate at all levels with internal and external clients demonstrating an empathic approach in challenging circumstances.
  • Strong financial acumen including budget management.

Other

Essential criteria
  • Ability to move freely between sites and within the sites. Some bending and stretching required but for a defined period.
  • Demonstrable understanding of lifecycle models and programmes.
  • Deal with potentially distressing situations in regards to dealing with complaints from contractors, and possibly staff and visitors in regards to energy related issues.
Desirable criteria
  • The post holder be required to flexibly hours occasionally.
  • Good knowledge of public sector PFI schemes and procedure.
