Main duties of the job

Responsible for the provision of strategic direction, leadership and advice to CLCH, the Shared Service Board, Trust Board and Executive Team, on behalf of the Chief Finance Officer and Member Trust Boards regarding all Procurement.

Currently the combined non-pay spend influenced by the CLCH hosted Procurement Shared Service is over £1.7bn across the 7 current NHS member Trusts and ICBs.

As the Trust Shared Service Procurement Subject Matter Expert the postholder is responsible for developing and implementing a procurement strategy for North West London ICS.

The Managing Director is the accountable officer responsible for the delivery of the Procurement Service reporting to the Shared Service Board comprised of Chief Finance Officers from each member Trust. They have devolved responsibility and shared accountability for the operational delivery and strategic development of directorate’s annual plan and ICS-wide responsibilities, including Cost Improvement Plans, legal support regarding the Public Procurement Regulations and professional procurement support in all major Trust initiatives. 

 The post holder will provide outstanding professional leadership to the ICS Shared Service at a national/ international level and professional Procurement support / guidance as required.

Detailed job description and main responsibilities

The Managing Director is the accountable officer responsible for the delivery of the Procurement Shared Service reporting to the Shared Service Board comprised of Chief Finance Officers from each member Trust.  Main responsibilities include:

·        Responsible for the provision of strategic direction, leadership and advice to CLCH, the Shared Service Board, Trust Board and Executive Team, on behalf of the Chief Finance Officer and Member Trust Boards regarding all Procurement including sourcing, purchasing systems, and the Hospital supply chain;

·    To lead on the continual development of the Procurement Shared Service to support the needs of our Member Trusts;

·   Responsible for developing and implementing a procurement strategy for North West London ICS impacting on the systems and processes, sourcing strategies, contract management approach, and organisational form for procurement and supply chain services across and within each member Trust;

·      The postholder will act as procurement lead for NWL ICS wide initiatives which impact service provision across the local health economy;

·     The post holder will provide outstanding professional leadership to the ICS Shared Service at a national/ international level and professional Procurement support / guidance as required.

Education/Qualification

Essential criteria
  • Procurement – MCIPS or equivalent
  • Evidence of continuing professional development
Desirable criteria
  • Masters (Masters or equivalent)

Experience

Essential criteria
  • Significant procurement or commercial experience in the Public or Private sector
  • Senior management experience across multiple sites or organisations
  • Significant Programme Management experience
  • Extensive analytical and problem solving skills
  • Experience of delivering significant change / transformation programmes
Desirable criteria
  • NHS Procurement experience
  • Board level experience
