Electrical Compliance Manager

Job overview
The role the Electrical Engineering Compliance Manager is to work with the wider Estates Maintenance team on the Trusts Electrical system and to support the Principal Electrical Engineer with the broader electrical strategy for the Trust. This role will require to be the Authorised Person and cover the Authorised Person duties in electrical services and comply with all legal requirements with responsibility for providing assurance to the Trust board that these meets the statutory compliance requirements, overseeing safe management, maintenance, operation and reactive response for engineering systems.
To aid the Principle Electrical Engineer to deliver planned and reactive Electrical services and programmes of work across the GOSH estate with specific responsibility for ensuring compliance of contractors is in place, supervising their presence and work, giving guidance and direction as appropriate. They are also the primary Authorised Person for LV sitewide and will be the responsible person for the Generator Testing Programme which is a fundamental requirement for ensuring the safety of the site. This position also requires serving as a deputy for the Principle Electrical Engineer when needed.
This position is part of the Estates on call rota, which carries a level of autonomous decision making, with the ability to know when and who to escalate matters; there will also be the requirement for out of hours working.
Main duties of the job
You will be responsible for procuring works to manage Electrical activities, producing reports for Board level reporting requirements and keeping records to ensure and evidence compliance. They will with others and strategically develop any service-related plans and procedures across the trust in line with safe systems of work and HTM & regulatory/mandatory standards. Ensuring all policies and standing operating procedures are in date, disseminated and up to date with current and/or changings in legislation and any changes in the HTM is a core function of this role, along with ensuring that all data contained on the CAFM system relevant to Electrical compliance is complete, accurate and in line with HTM/SFG20 requirements.
They are responsible for working with a wide range of staff members across the organisation, employing a wide range of communication and negotiation skills and techniques, to enable access to clinically operational areas of the site.

Essential criteria
- Degree/HND or Foundation degree in a Mechanical, Electrical or Building Discipline and/or equivalent specialist knowledge acquired in a post graduate qualification and/or experience to masters level acquired through specialist courses and experience
- Specialist Electrical Certificate – Authorised Person LV and or HV
- Certificate in Management studies or evidence of management/leadership training
Desirable criteria
- Membership of a Professional Institution e.g., IHEEM, IEE, IET, I.MechE, CIBSE.
Experience/Knowledge
Essential criteria
- Significant conducting Risk Assessments
- Post holder must be able to demonstrate an excellent track record of achievements
- Significant experience of planning and organising minor works and the backlog of capital works ensuring correct procedures are followed and patient safety is maintained.
- Considerable experience in a relevant Senior related engineering role including project and staff management experience
- Expert technical understanding of the range of highly specialist services and equipment found within acute hospital setting
- Considerable experience of leading service improvement
- Extensive knowledge of the statutory requirements which apply within the healthcare sector e.g., health and safety, HTM’s
- Proven track record of effectively interacting with senior management
- Specialist knowledge of engineering in healthcare environments in electrical
- A high level of experience of dealing with suppliers and negotiating contracts
Desirable criteria
- Experience of delivering works projects
