Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.

Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. 

Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.

In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview

This is a fantastic opportunity to lead the development and implementation of the Trust's strategic capital finance programme whilst also having management responsibility for the Capital Projects and Asset team.

The Trust typically spends circa £100M per annum on capital projects.  This role is responsible for ensuring that the Trust’s capital plan is achievable through alignment with the Directorates capital needs, financial funding available and the capital resource limit. 

The Capital Projects and Asset team oversee all fixed asset accounting at the Trust (c.£2Bn) and management reporting of capital projects.

Main duties of the job

Capital Finance Strategy

  • To lead the capital planning process across the Trust
  •     To analyse highly complicated capital information to advise the Trust on the capital finance strategy

    ·        To lead with the SEL ICS on annual capital spend requirements and forecast 

    ·        To be the lead expert on the NHS capital funding regime including what falls within DHSC’s CDEL (capital departmental expenditure limit)

  • To lead on the development, implementation and delivery of a transparent process for capital planning
  • To report to the Trust's Investment Portfolio Board on the capital plan

    ·        Advise senior management on the risks within the capital plan 

    Management and Leadership

    • Responsible for the development, implementation and delivery of the operating policies of the department
    • The post will attend and present at the Investment Programme Board and various Finance committees, making a positive contribution to debates on capital availability, Directorate priorities and future service provision.
    • To line manage the Senior Finance Manager for Capital Projects and Assets, co-ordinate the workload and set the objectives and priorities

     

    • To deputise for the Associate Director of Finance – Chief Accountant as and when required.

Capital Finance Strategy

·        To lead the capital planning process across the Trust, liaising closely with senior staff including Directors in Essentia, DT&I and Medical Equipment

·        To analyse highly complicated information relating to capital ambitions across the Trust and capital affordability to advise the Trust on the capital finance strategy

·        To lead on the negotiation of the annual capital spend requirements and forecast with the SEL ICS

·        To be the lead expert on the NHS capital funding regime including determining what falls within DHSC’s CDEL (capital departmental expenditure limit) and the financial impact of revenue entries arising from capital projects

·        To lead on the development, implementation and delivery of a transparent process by which the Trust’s capital planning takes place, including:

o   coordination with the Trust’s revenue business planning process

o   the prioritization exercise of schemes across the capital portfolio

o   the comprehensive capture of capital projects that are in all various stages of the capital pipeline, and capital projects that may fall outside of the traditional capital pots

·        To report to the Investment Portfolio Board on the capital plan, including the in-year and five-year plan and forecast

·        Advise senior management on the risks within the capital plan including mapping future scenarios and mitigating actions required

·        To constantly review and update the capital finance strategy to deliver improved accuracy and insight.

·        To coordinate the collation of the capital budget across the various internal stakeholder areas, including the Masterplan, Financial Planning and Essentia.    

·        Responsible for ensuring that the capital planning process correctly identifies the different sources of project funding: CDEL, Public Dividend Capital, Charity and externally funded strategic projects. 

·        To lead on the reporting of capital spend consistently across the Trust.  To develop reporting so that expenditure on capital schemes is generated by the Finance department and communicated to project managers. 

·        Ensure there is appropriate functionality to enable the management of major capital projects.

Qualifications / Experience

Essential criteria
  • Professional Accountancy Qualifications or equivalent with up-to-date Continuing Professional Development
  • further specialist training such as a Masters’ in Business Administration or equivalent experience
  • Prince 2 Practitioner

Experience

Essential criteria
  • Expert knowledge of capital accounting procedures, financial and other aspects of legislation and NHS finance policies including leading capital planning for a large organization and leading capital negotiations with Integrated Care Boards.
  • A demonstrable successful record in staff leadership roles at senior level working with senior clinical and non clinical leaders across the NHS
  • An in depth knowledge of NHS Accounting, reporting issues and the required application in a large complex NHS Foundation Trust
  • Experience of interpreting all relevant financial legislation, making recommendations and implementing changes across a large complex financial organisation
  • Demonstrable experience of managing capital budgeting and financial modelling.
Desirable criteria
  • Experience in a similar role in a large complex Foundation NHS Trust
  • Practical experience of Oracle ERP Cloud

Skills

Essential criteria
  • Excellent communication skills both orally and in writing. Able to present highly complex financial information to non finance staff including directors.
  • Highly developed analytical skills – able to review complex processes and recommend appropriate changes to improve efficiency.
