Job overview
The Quality, Service Improvement and Sustainability (QSIS) team are responsible for delivering key programmes and projects within the Trusts Excellence Portfolio. The portfolio covers clinical, operational and digital transformation projects which support the Trust’s purpose; working together to discover, develop and deliver excellent eye care, sustainably and at scale.
The digital and transformation programme manager is a leadership role within the QSIS team and will be directly responsible for the management, co-ordination and governance of a range of clinical operational and digital programmes.
Main duties of the job
• Ensure that programme objectives, scope, deliverables, critical success factors and risks are clearly documented and benefits in terms of the delivery of clinical care, cost savings and benefits for patients and staff are clearly identified at the start of each project.
• Establish project teams as required to support programme delivery with appropriate operational, clinical and corporate team membership. Co-ordinate the input of stakeholders and service users to ensure that appropriate options are appraised and delivered.
• Ensuring appropriate engagement with clinical and operational staff throughout the life cycle of projects and programmes, to allow for effective user testing and input into the development and roll out of any new digital products.
• Identify and manage interdependencies between projects and programmes within the excellence portfolio and in the wider organisation
• Perform benefits analysis and baseline current system appraisal before each project and programme starts and ensure there is a plan in place for handover to the operational and clinical leads.

Experience
Essential criteria
- Project management experience managing multiple complex projects within the NHS or a comparable large organisation, preferably in a service related environment.
- Proven experience of managing major transformational change projects to a successful conclusion including realising objectives and benefits delivery within the project deadline and costs.
- Effective supervision of a project team where you do not have direct line management responsibility. Working with operational managers, frontline operational and clinical staff and third party contractors.
Knowledge + skills
Essential criteria
- Able to manage and influence stakeholders internally and externally at all levels.
- Proven ability to build and develop a successful team for each project, drawn from multiple teams across the Trust.
- Must have experience of managing internal and external stakeholder engagement, including managing relationships and coordinating work between cross-functional teams.
Desirable criteria
- Knowledge of current healthcare policy in the NHS and how this applies to the local health economy.
Qualifications
Essential criteria
- Higher education qualification / masters, preferably in management based studies, or relevant equivalent experience.
- At least ONE of the following or similar: o Accredited QSIR Practitioner o PRINCE2™ or AMP Practitioner qualification o Agile or other similar methodology e.g. Scrum, Kanban, Lean
