Job overview
JOB SUMMARY:
North London NHS Foundation Trust (NLFT) are the lead provider, sub-contractor or Board member in several partnerships and provider collaboratives. To fulfil these roles and responsibilities, NLFT has established a delineated commissioning arm within its corporate division, known as the Commissioning Hub. Commissioning Hub staff members will be expected to deliver their role over one or more collaboratives as required by the service. The team is comprised of clinical and non-clinical roles working together to deliver one or more commissioning functions including:

The BI Lead Analyst will work in the Commissioning Hub covering all provider collaborative arrangements to support the accelerated development and expansion of the Commissioning Hubs business intelligence platform and advanced analytical capability to deliver the strategic aims of the collaboratives.
This role will be based in the Commissioning Hub team but will have matrix line management reporting into the North London Foundation Trusts Analytics Team to support with professional supervision. The postholder will cover a portfolio that includes all commissioning and lead provider responsibilities that sit within the Commissioning Hub.
Main duties of the job
The postholder will be responsible for:
● Leading on the development of information systems and data resources across our technical environment. The role will involve detailed analysis and understanding of complex technical and business requirements across provider collaborative arrangements to deliver high quality products and facilitate their delivery into business-as-usual operation.
● Leadership and line management responsibilities of the Commissioning Hub’s BI Team, ensuring high‑quality outputs, effective supervision, and a culture of continuous improvement.
● Leading the development of a single community Children and Young People mental health Waiting List Dashboard with full Patient Tracking List (PTL) functionality across NCL to provide real‑time visibility of access, demand and waiting lists, support standardised reporting and coding requirements across providers, and strengthen system‑wide assurance, equity monitoring, and contractual oversight.
● Supporting the Partnership Manager with the contract management of commissioned technical services, including North of England Commissioning Support Unit (NECSU), the Integrated Non‑Custodial Liaison and Diversion (L&D) service, and the Men’s Mental Health Treatment Requirements (MMHTR) services with performance oversight and the delivery of contractual obligations.

Detailed job description and main responsibilities
● The post holder is responsible for the development and delivery of a comprehensive dataset framework incorporating all Commissioning and Lead Provider associated Trust systems within the data warehouse, for relational database modelling, master data management, and application design with associated business rules.
● To take responsibility for the planning, creation, implementation, maintenance and ongoing evolution of big data / data models / data marts / data cubes within the Trust’s data warehouse, sourced from a wide variety of information systems including patient, staffing, financial and other disparate internal and external data sources.
● Responsible for the development of bespoke in-house data architecture and BI solutions using latest MS technologies.
● To develop automated data loading (ETL) and validation processes, at the same time maintaining efficient data warehouse metadata structures.
● To ensure high quality data warehouse security, putting in place robust security measures to allow adequate access for the required users whilst protecting sensitive patient-identifiable data.
● Responsible and accountable for projects relating to commissioning and lead provider functions, including defining and delegating work across the commissioning hub BI team to ensure the team to work together effectively producing high-quality useful functionality.
● Develops and delivers formal, complex statistical presentations to large groups and senior stakeholders.
● To be the key link for the business Intelligence function of the commissioning hub, overseeing the management of the delivery of the datasets to support the BI team on operational and reporting function, with timed release schedules. Ensuring data is robust, available and with well-designed data schemas to ensure resilience and future proofing.
● Analyse, interpret and resolve highly complex statistical and contractual problems where there is no precedent and where other leading opinions may conflict.
● Approve new data models and information dataset provisions for commissioning and lead provider functions and act as information change control guardians on newly requested changes.
● To provide expert advice, information, and support to the senior management team
● Work proactively with internal and external stakeholders to influence the overall data architecture and support the team on that journey.
● To lead on designing data solutions based on contract reporting and commissioning requirements with a focus on availability, quality, and scalability.
● To provide training and demonstration and ensure provision and translation of complex analytical information to non-specialist users and provision of support in their understanding of the analysis.
● Assess and interpret organisational and external policy and the impact this may have on products, systems, and processes to provide expert advice on the response to changing processes and priorities. The post holder may be required to determine both the appropriate technical and operational strategy to meet changing requirements.
● Lead, manage and action the resolution of incidents, problems, and requests in own area in an efficient and professional manner, whilst conforming to Trust and departmental standards, service agreements, policies, procedures and working practices, seeking further advice and information, when necessary.

Essential criteria
- Educated to master’s level or equivalent level of experience of working at a senior level in an informatics/healthcare data function. In-depth specialist knowledge of information analysis and the use of information across the NHS acquired through a degree or equivalent.
- Evidence of continued professional development
- Microsoft Certified Azure and Data fundamentals
Desirable criteria
- Project Management qualification (PRINCE2, MSP, Agile)

Experience and Knowledge
Essential criteria
- Experience working with Microsoft Azure technologies/Knowledge and experience in Azure SQL, Azure Databricks, Azure Data Factory, Devops and Git.
- xtensive experience of performing complex information analysis to support decision making.
- In depth knowledge of current IT development tools and methodologies (programming; relational database design)
- Experience of PAS reconfiguration
- Experience of cloud data warehouse design and build.
