Job overview

To be responsible for managing and developing the payroll team to provide a high quality, comprehensive, and cost effective payroll service for the
Trust.
To ensure compliance with all statutory payroll regulations, NHS pay and terms and conditions and management of the NHS pension scheme.
The post holder will lead in the development of systems and procedures to ensure the security and validity of payroll data and the
efficiency and effectiveness of the payroll function.

Main duties of the job

Ensure the timely and accurate payment of salaries, wages and expenses to both Trust staff and external users of payroll service, and to be
specifically responsible for the management and leadership of the entire range of payroll and pensions services to meet strict weekly, monthly and
annual deadlines.  Lead the streamlining and updating of processes across the Payroll and Pensions service

Detailed job description and main responsibilities

1. Ensure the timely and accurate payment of salaries, wages and expenses to both Trust staff and external users of payroll service.
2. To be specifically responsible for the management and leadership of the entire range of payroll and pensions services to meet strict weekly,
monthly and annual deadlines.
3. Ensuring the application of the regulations of the NHS pay systems, NHS Trusts Terms and Conditions including Standing Orders and Financial
Instructions, NHS Pension Scheme, and Statutory Authorities such as the Inland Revenue.
4. Provision of leadership and direction to Payroll and Pensions team including formal annual appraisal and personal development plans. This
will include the management of recruitment and disciplinary procedures.
5. To negotiate and agree with external users of the payroll service, Service Level Agreements, performance standards and Key Performance
Indicators.
6. To ensure that the use of all systems are documented and written instructions and procedures followed by payroll staff.
To ensure that quality is maintained by the use of methods designed to monitor and control payroll production and pension services.
8. To organise the provision of training for all payroll staff and directly provide or recommend a source of provision as necessary.
9. For the purposes of the payroll and pensions function to create as necessary all required locally produced ad hoc reports from the payroll
system using a report generator such as M/PACT.
10. Liaison with Workforce and other disciplines in promoting co-operative arrangements relating to the timely and accurate flow of employee data.
11. To arrange for the completion of all appropriate procedures leading to the issue all Year End Inland Revenue Forms such as P60, P35, P11d
and Class NI 1A.
12. Provision of information for, and responses to, internal and external auditors of the payroll and pensions function.

Person specification

Experience

Essential criteria
  • Experience of payroll processing using the Employee Staff Record (ESR) payroll System
  • At least 5 years payroll experience at management level within the NHS or a large organisation.
  • Experience of negotiating and meeting the service demands of a number of client organisations

Skills

Essential criteria
  • To be able to manage staff and monitor quality of work
  • Ability to work under pressure and to tight deadlines

Qualifications

  • Diploma in Payroll Management/Higher degree level or equivalent experience
