Job overview

Would you like to provide leadership and management support to the highly regarded Camden Speech and Language Therapy Service? 

Whittington Health has speech and language therapy services in Camden, Islington, Barnet and Haringey and you will be working with internal colleagues as well as colleagues in other Provider Trusts operating in Camden. 

Camden SLT has teams dedicated to Early Years, Mainstream Schools, Services for Young People, Special Schools and Complex Needs.

We are looking for someone who is committed to our ICARE values and is passionate about improving the health and wellbeing of children and young people within our diverse communities.

We are looking for a manager with significant NHS operational management experience to support the development of the service with a focus on quality of care, clinical outcomes, financial sustainability, efficient and effective service delivery and data management. The successful candidate will need to have substantial experience working in Children's Services, demonstrable ability to lead & manage change/partnership working, experience of staff and budget management and excellent communication skills.

Main duties of the job

 

The main objectives of the role is to manage therapy services within the community.

·       To lead the management and integration of Camden SLT services within the borough for children 0-19 ensuring effective joined up pathways with key partners. To be accountable for the delivery of SLT 0-18, and support transition through to adult services 18-25 years with SEND.

·       To develop a range of mechanisms to grow talent and develop individuals throughout the service.

·       To act as a senior clinical champion influencing multi-disciplinary staff from a range of organisations to make change, ensuring that service improvements are acceptable and sustainable across both professional and organisational boundaries.

·       To ensure that appropriate coproduction is used to ensure the inclusion of patient’s perspectives within service improvements.

·       To contribute to the development and delivery of productivity and efficiency savings within the service.

·       To work with the governance lead to develop systems, control processes and risk management arrangements that ensure full compliance with internal and external governance procedures including a joint governance structure across the partnership organisations.

·       To deputise for the CYP Lead for Barnet and Camden as required.

·       To ensure delivery of the Annual Business plan to the timetabled milestones and delivery of financial operating targets.

Detailed job description and main responsibilities

Leadership, Financial and Performance Management:

· To provide leadership to service staff, ensuring clear communication of the ICSU values, vision, priorities and expectations to ensure the engagement of teams to deliver service of the highest quality.
· To ensure the delivery of high quality, safe and effective services in line with CQC/Ofsted and other national requirements; taking immediate remedial action where gaps or inconsistencies are found.
· To establish a strong learning culture across the service through peer review, regular feedback and frequent visible leadership with front-line staff.
· To manage the operating budget effectively, remain within the allocate resources for the financial year, including budget setting, projections and management across sub specialities.
· Exercising delegated authority the post holder will provide leadership to resolve day-to-day management issues within the Borough.
· To hold service leads, team leaders and lead clinicians to account for delivery of their objectives through regular performance review meetings.
· Ensuring sufficient data quality within the borough to monitor and track performance and to satisfy reporting requirements
· To investigate complaints as appropriate under the procedure and ensure action is taken to address issues of concern and prevent reoccurrence of similar events.
· Ensure that environmental standards are appropriate for safe & clean care delivery.


Managing the Workforce:
· To lead, manage, motivate and develop staff characterised by high standards and openness ensuring that the perspective of clinical and other staff are heard and valued.
· To ensure that the ICSU has in place effective arrangements for staff appraisal, training and development
· To ensure that staff management arrangements are consistent with HR policies and procedures within the Trust and to ensure that good practice in recruitment, appraisal, performance management and other policies are maintained.
· To continually review the workforce to ensure that it reflects the service plans and priorities, implementing skill mix review, role redesign and changes to working practices as required.
· To develop links with universities and other training institutes to grow the future workforce and develop new skills in the existing workforce.
· To support the recruitment and development of staff who reflect the diversity of the local population.


Strategy, Change Management and Service Improvement:
· Contribute to the development and delivery of ICB and Place based strategy and transformation and support
· To work with Leaders within Whittington Health CYP ISCU and across NCL to improve access to assessment, co-production and effective and equitable delivery of interventions.
· Lead and support change management programmes with respect to time, budget and quality targets, ensuring successful implementation.


Other Responsibilities:
· Lead specific projects on behalf of the ICSU
· To take responsibility for personal and professional development.

Person specification

Qualifications & Training

Essential criteria
  • University degree or equivalent professional qualification
  • Hold a professional clinical qualification in a relevant children’s discipline
  • Demonstrable capability and capacity for clinical service management at a senior level in a large, complex healthcare environment, including staff management, financial management and change management
Desirable criteria
  • MSc/MA relevant to post

Knowledge & Experience

Essential criteria
  • Minimum of 5 years previous managerial experience in a large and complex organisation preferably within the NHS
  • Previous experience, minimum 3 years, working in a management role within Children’s Services (community, acute provider, local authority, CCG or LA commissioning) and an appropriate professional qualification in the speciality
  • Demonstrable success in delivering change and performance with and through your management and clinical teams
  • Ability to analyse complex problems and to develop practical and workable solutions to address them
  • Ability to think and plan strategically, tactically and creatively, and to prioritise work programmes in the face of competing demands
Desirable criteria
  • Previous experience of managing community services
  • Breadth of management experience in different environments/across different areas (NHS or non NHS).

Specific Skills

Essential criteria
  • Excellent inter-personal and communications skills, with a track record in writing and presenting complex information.
  • Advanced keyboard skills and knowledge of a full range of IT software including databases.
  • Flexible and adaptable to meet deadlines, commitments and priorities.
  • Highly developed leadership and influencing skills with the ability to enthuse, motivate and involve others
  • Ability to work with complex policy, and diverse interest groups, and common sense in knowing when to involve others and keep accountable managers briefed
