Job overview
The post holder will play a key role in supporting or leading, as and when directed, on the various projects that arise from either Estates Strategy, Capital Projects, Business as Usual (BAU) minor works and/or the Environment and Sustainability Strategy or as part of the wider remit of work undertaken by the E&F Department for Whittington Health NHS Trust. The post holder will often work on their own with set time scales and operational guidelines but will form part of a wider team and support team members, as necessary. The post holder will manage and lead the Capital Projects Team to successfully deliver various projects of small, medium and major complexity and value involving a variety of high-level stakeholders, external contractors and managers, etc. The post holder will often be required to run multiple projects at any one time. The post holder will be required to work to the RIBA Plan of Work from a project inception and feasibility and overseeing of the project through to completion, in order to achieve desired outputs within agreed time frame, within budget, to specification and operational standards. The post holder will undertake delivery tasks as well as managing the overall programme.
Working with stakeholders is key to this role to ensure that patient and staff environments are suitable, practicable and considerate. The post holder must be able to engage with clients along the whole process of the project.

Deputise for the Estates Development Lead on all Capital Projects and Estates Strategy projects from time to time, as required, including but not limited to attending meetings, making presentations, reporting on budget and programme, etc.
Provide project management expertise to both the team and on all owned projects, ensuring those projects have a RAP (Request for Authorisation to Proceed), brief, project plan, risk register and appropriate approvals.
Provide technical input and project management/budget support during the design and feasibility stages in order to ensure that outcomes can be maximised.
Ensure that major infrastructure/construction projects deliver planned performance and outputs to time, budget commitments and quality specifications by monitoring the activities of development partners and their contractors; highlighting risks and taking remedial actions as required
Maintain regular and accurate reporting to management, including analysis and evaluation of progress, with respect to the current and forecast status on assigned projects. Identify potential difficulties with project delivery and take appropriate remedial action.
Be part of the programming of the capital 5-year plan as well as input on the estates strategy, providing expert advice.
Have an understanding of, and ensure the principles and statutory regulations for Health & Safety are complied with throughout the project lifecycle

Finance
Managing delegated budgets for each of the projects and ensuring appropriate measures are in place to enable robust audit, including all FFE within the project
Signing of timesheets (or using the e-roster system) for temporary staff where appropriate
Authorise payment schedules relating to projects the post holder is leading on
Obtain professional advice for Trust on taxation and any benefits / grants / Exemptions that may be claimed
Project work (administration)
Prepare financial and progress reports and be an active member of the Estates Programme Board and/or equivalent reporting Board/Group.
Undertake space utilisation reports, where needed
Keep detailed updated project information using excel / MS project, reporting directly to the Estates Development Lead on key dates and information
Undertake studies and audits of project work managed by the capital projects team reporting back on key issues including any failures and benefits
Communicate effectively with colleagues in the E&F team to ensure that contractors on site are announced and introduced to the wider team, and they are happy with the works being undertaken.
Assist in the project planning for the wider E&F Department.
Develop bespoke systems and Standard operating procedures for maintaining afterlife of projects
Prepare and work with colleagues for hand over of projects to the BAU/Estates Teams.
Management
Manage the Capital Projects team of direct reports as well as external contractors on a day to day basis, setting work and agree projects ensuring all projects are controlled.
Employ and manage temporary staff as required
Provide support and advice on project software and estates management software.
Working with E&F staff and Estates Strategy Team to keep them informed of the project work and how it impacts on BAU/Estates Teams
Work with finance and E&F colleagues on space charging. Introducing new ways of working as required

Qualifications
Essential criteria
- Professional qualification with specialist knowledge
- Proven track record of extensive experience in managing various projects within the NHS
Skills
Essential criteria
- Project Management
- Development and monitoring of complex project plans
- Ability to analyse and resolve complex problems where there is no precedent
- Excellent IT and computer skills including proficiency in MS Office, Visio and Terrier databases
- MS Project – produce project dashboards and schedules.
- Able to communicate effectively to stakeholders, often having to explain technical issues to their level of understanding
- Excellent problem solving skills
Desirable criteria
- Auto CAD – ability to draw basic new plans and update existing DWG files.
Knowledge
Essential criteria
- Have managed complex projects within an Estates environment.
- Specialised knowledge in construction/building and regulations
- Management of budgets
- Knowledge of NHS Healthcare Estates
- Knowledge and experience of working within Capital Projects.
Personal qualities
