Job overview
The Finance Manager –Costing, reporting to the Head of income and Costing is responsible for the maintenance and running of the Trust’s costing system. This includes developing and refining the mapping and scripting process that allocates and attributes large volumes of data to service lines. You will be the key link to the Trust’s information department to support the enhancement of the costing process, liaising with the Head of Commissioning in respect of pricing Tariff and Non-Tariff activity as required.
Main duties of the job
Ensure wide-scale acceptance of SLR through detailed review with clinical staff on a regular basis to provide assurance around findings and buy-in of key stakeholders.
Develop systems to enable the production of SLR with supporting commentary to allow for wide-scale dissemination within both operational units, and provide a further level of granularity to monthly reporting.
Work with the Financial Management team, supporting business planning at service line level. This will involve working with finance, operational and clinical colleagues supporting the development of business cases and identification of opportunities for efficiencies.
Continually review the quality of data provided/downloaded to the costing system, working closely with management accountants, costing team, clinical service leads and Information staff to constantly improve and enhance the data.
Lead and oversee the completion of statutory Reference Costs returns, as well as disseminating performance of the Trust against peers to the Director of Finance and Deputy Director of Finance.
Assist in the financial training of clinicians and operational management to ensure that the principles and importance of standard costs are understood.

Detailed job description and main responsibilities
Develop close working relationships with the Head of Income and Costing, Deputy Finance Director and Director of Finance to ensure timely and accurate reporting of service level information that is concisely explained and understood.
Work with clinicians and managers to develop a thorough understanding of business drivers within their areas of control. This will give a full understanding of the business and ensure accurate capture of activity and income, enabling the development of robust PLICS and SLR.
Develop network relationships with opposite numbers in other NHS Trusts and Foundation Trusts.
To work with clinicians and managers to provide innovative, comprehensive reports as required to meet the needs of Directorate Management Teams, Directors Meetings, Commissioning contracts, and any other purpose. This may involve presenting complex, sensitive and contentious information.
In conjunction with the Head of Income and Costing, identify service exclusions within Payment by Results and assist in the production of full-cost local prices that can be used in negotiations with commissioners.
Benchmark the incidence of Healthcare Resource Group activity against both the national average and other peer units to identify potential areas for investigation of coding accuracy.
Perform any other duties as required by the Director of Finance, Deputy Director of Finance or Head of Income and Costing.

Essential criteria
- Experience of communicating with senior managers, senior clinicians and senior staff of external organisations
- Good presentation skills, excellent oral and written skills.
- Strong ability to communicate complex data in an understandable manner to non-financial colleagues.
Knowledge, Training & Experience
Essential criteria
- Degree or equivalent
- CCAB Qualified
- Significant experience in the finance department of a commercial or NHS organisation.
Analytical & Judgment Skills
Essential criteria
- Excellent analytical skills will be required to allow the rapid interpretation of complex and disparate pieces of information within a short timescale, and translating this into meaningful management information.
- Sound judgement: able quickly to identify and explain the essential issues.
- Independence: challenges received wisdom.
