Job overview

The Head of Site Operations is accountable for leading and managing site operations services across The Hillingdon Hospital, including the Hillingdon and Mount Vernon sites.

 

The post holder will provide strategic leadership for Site Operations, coordinating activity, resolving operational issues, and working closely with senior and executive colleagues, internally and externally, to deliver key Trust objectives, including patient access standards and safe discharge to the community.

 

The post holder will lead the management of site pressures, respond to operational challenges, and identify and implement process improvements to strengthen site management. 

 

The post holder will be responsible and accountable for delivering financial, quality, performance, workforce and productivity targets.

 

The Head of Site Operations will horizon scan and develop actions and mitigations for external changes.

 

The Head of Site Operations will support Trust-wide improvement initiatives, contribute to quality priorities, provide clinical advice for Emergency Preparedness, Resilience and Response, and support the integrated site clearance plan and redevelopment programme.

 

The post holder will be accountable for delivering the actions and outcomes relevant to their portfolio.

Main duties of the job

1. Strategic and Operational Leadership

  • Lead site operations across hospital sites, ensuring effective patient flow, capacity management and resolution of operational pressures. 

2. Performance, Quality and Governance

  • Accountable for delivery of financial, performance, workforce and quality targets. 
  • Ensure compliance with regulatory standards (e.g. CQC, national reporting) and maintain robust assurance systems. 
  • Oversee monitoring, reporting and escalation of KPIs, risks, incidents and complaints. 

3. Patient Flow and Discharge

  • Provide assurance that admission and discharge processes deliver high-quality, patient-centred care. 

4. Workforce Leadership and Culture

  • Lead, develop and performance manage multidisciplinary site teams, including Clinical Site Practitioners

5. System and Partnership Working

  • Represent the Trust at system level and contribute to integrated care and discharge planning.

6. Emergency Preparedness and Site Management

  • Lead Emergency Preparedness, Resilience and Response (EPRR) for the site and participate in the on-call rota.

7. Financial and Resource Management

  • Manage delegated budgets and contribute to financial balance, productivity and cost improvement programmes. 

8. Continuous Improvement and Innovation

  • Lead and support quality improvement initiatives and service redesign to enhance patient outcomes and efficiency.

The Hillingdon Hospitals NHS Foundation Trust is the only acute Hospital in the London Borough of Hillingdon and offers a wide range of services including accident and emergency, inpatient care, day surgery, outpatient clinics and maternity services. The Trust’s services at Mount Vernon Hospital include routine day surgery, delivered at a modern treatment centre, a minor injuries unit and outpatient clinics.

Detailed job description and main responsibilities

Lead site operations: Oversee day-to-day hospital flow, capacity and escalation management across sites. 
Ensure performance delivery: Achieve financial, workforce, quality and operational targets within agreed plans. 
Manage patient flow and discharge: Maintain safe, effective admission, transfer and discharge processes. 
Provide senior leadership: Lead and develop site teams, including performance management and workforce planning. 
Lead emergency preparedness: Provide EPRR leadership and participate in on-call/incident management. 
Manage resources and budgets: Oversee budgets, productivity and cost improvement initiatives. 
Drive improvement and innovation: Lead service improvement, quality initiatives and adoption of best practice.

Education and Qualifications

Essential criteria
  • First Degree (Nursing, Midwifery, Health related or Other) supplemented by specialist training and experience
  • Leadership/ management qualification or proven track record in professional leadership/management role
  • Masters level education (or equivalent experience)

Knowledge and Experience

Essential criteria
  • Proven track record in successful and professional leadership/ management role
  • Experience of leading and influencing across organisational boundaries and of working in an integrated system
  • Experience of managing teams and individuals, including completion of PDRs, performance, sickness and capability management
  • Experience of managing budgets
  • Experience of undertaking service reviews and implementing change to support improved patient experience, patient care and improving use of resources
  • Experience of site management, emergency department at Band 8a or above
  • Experience of integrated discharge management
  • Knowledge of current issues relating to Emergency services, healthcare and health service management
  • Experience of EPPR and seasonal planning
