Job overview
This is a vacancy due to retirement of current Consultant. The post holder will join the Pennine Community Eating Disorder teams (PCEDS)
This post holder will provide Consultant Psychiatry input and clinical leadership into the 2 Community Eating Disorders Hubs. The South Hub multidisciplinary team encompasses Stockport, Tameside & Glossop. The North Hub multidisciplinary team encompasses Bury, Oldham and Rochdale metropolitan boroughs.
This is an ideal post for those who have experience working in community eating disorder service and looking to move to a new job. It is also an excellent opportunity for a new qualified consultant child and adolescent psychiatrist who might want a split post between community CAMHS and CEDS. This is a full time (10 PA) post with 5 programmed activities devoted to each CEDS team. Pennine CEDS provides a comprehensive community service to young people up to their 18th birthday, who are resident in the identified Boroughs of the Trust footprint, and who have a significant Eating disorder
Main duties of the job
- To help lead the Community Eating Disorders team in providing emergency, urgent and routine multi-disciplinary assessment and treatment plans for young people with significant Eating disorders.
- To assume consultant clinical responsibility for those young people who are directly receiving psychiatry input, and to support consultation and liaison with other professionals.
- To adhere to the policies and procedures in support of the caseload, maintaining appropriate clinical records, confidentiality and administration.
- To work effectively as part of a multidisciplinary team, and provide strong clinical leadership to the CEDS team.
- To participate in reviews, CPA, referral and step-down planning.
- To ensure effective referrer engagement and professional liaison with Paediatrics / Physical health teams/social care/education.
- To utilise the CPA, and also the new Mental Health Act, the Children Act and the Mental Capacity Act when required.
- To work in partnership with other professionals/ agencies involved in the care of young people, across departmental and organisational boundaries.
- To provide appropriate clinical supervision to the CEDS MDT, and offer consultation to referring professionals.
- To take a leadership role in the development of evidence based practice, practice development and teaching within the field of Adolescent Psychiatry.

Detailed job description and main responsibilities
- To help lead the Community Eating Disorders team in providing emergency, urgent and routine multi-disciplinary assessment and treatment plans for young people with significant Eating disorders.
- To assume consultant clinical responsibility for those young people who are directly receiving psychiatry input, and to support consultation and liaison with other professionals. To use effective clinical leadership to ensure robust clinical plans, pathways management into and out of the service.
- To adhere to the policies and procedures in support of the caseload, maintaining appropriate clinical records, confidentiality and administration.
- To work effectively as part of a multidisciplinary team, and provide strong clinical leadership to the CEDS team.
- To participate in reviews, CPA, referral and step-down planning.
- To ensure effective referrer engagement and professional liaison with Paediatrics / Physical health teams. To ensure the highlighting of additional needs to be addressed by other agencies eg social care / special education / physical health.
- To utilize the Care Programme Approach, and also the new Mental Health Act, the Children Act and the Mental Capacity Act when required.
- To work in partnership with other professionals/ agencies involved in the care of young people, across departmental and organisational boundaries.
- To provide appropriate clinical supervision to the CEDS MDT, and offer consultation to referring professionals.

- To lead in the areas of medical practice in particular, and mental health practice in general using a clinical governance framework.
- To take a leadership role in the development of evidence based practice, practice development and teaching within the field of Adolescent Psychiatry.
Safeguarding & Governance
- Safeguarding Children - To be alert to, communicate and seek consultation around Child Safeguarding concerns, in line with Trust protocol. To maintain mandatory update safeguarding training and competence
- To help lead in clinical governance - attend departmental governance meetings, and help ensure compliance against Trust, CQC and DoH standards, and support all learning from incidents or complaints .
- To contribute to audit, relevant to the post.
- To adhere to Trust policy on complaints, risk management and recording.
Management
- To work closely with Trust Board, the CAMHS Clinical Business Unit, and Greater Manchester Eating Disorder Network to support ongoing service review and development.
- To ensure that national, local and professional policies, procedures and protocols are adhered to.
- To be an active member of the CAMHS Clinical Business Unit and the CAMHS Consultants group. To undertake strategic managerial tasks as appropriate to the post, including when feasible, participation in CAMHS Eating Disorder service networking and commissioner / stakeholder engagement.
On-Call Responsibilities
CAMHS Out of hours on call is provided through:
- First Response Borough-based Psychiatric CT on call.
- Middle Grade cover through CAMHS ST4 – ST6 on a Trust wide level, collaboratively with Greater Manchester.
- Trust level Consultant Child and Adolescent Psychiatrists for emergencies regarding young people up to 16th birthday within the community, and for all CAMHS Inpatients, on a 1 in 16 Trust wide rota.
For any young adult aged 16 to 17 years, referred out of hours, for Tier 4 inpatient care, there is clear Trust procedure for consultation between the on call Adult Consultant Psychiatrist and on call CAMHS Consultant Psychiatrist, and where appropriate a joint assessment between the CAMHS and Adult medical staff.
For patients aged 16 and over, out of hours on call is provided by the Adult on call service for each borough, which consists of a borough based CT on call, some middle grade cover and a borough based on call Consultant Psychiatrist as senior on call.
The successful applicant will join the Trust Child & Adolescent Consultant Psychiatry on call rota if they possess a CAMHS CCT or a suitable Adult Consultant on call rota if they possess an Adult Psychiatry CCT. (In the latter case, this will be one of the 5 Adult on call rotas which come under the Pennine care jurisdiction, ie, Rochdale, Bury, Oldham, Stockport and Tameside and can be negotiated post recruitment). Additional remuneration under Category A banding, will be made for On Call availability.
CAMHS and Adult Psychiatry interface
Currently the CAMHS services are fully commissioned up to age 16 years, with commissioned pathways up to 18 years for specific client cohorts in the boroughs (eg LD, Eating Disorders (through recent successful business case), Looked After Children, Neurodevelopmental, Early Emerging PD, some community CAMHS services Bury and Oldham CAMHS offer comprehensive care). Generic mental health pathways are commissioned through the Working Age Adult services. The Trust CAMHS – Adult Transition protocol clarifies these pathways, and the procedure for transition to adult services at 18 years.
Teaching
The post-holder will participate in training, teaching and supervision as appropriate. The Trust provides post-graduate psychiatry core and higher specialist training. The post-holder will have support to gain accreditation as an educational supervisor.
Audit and Clinical Governance
The post-holder will be expected to participate in clinical audit on a regular basis and required to participate fully in clinical governance activities. It is expected that all clinical staff will provide effective input into the Trust’s clinical governance
arrangements, and monitor their clinical practice through this process

Professional Qualifications
Essential criteria
- Section 12 Approval under Mental Health Act 1983.
- Approved Clinician Status.
Desirable criteria
- Possession of CCT in Child & Adolescent Psychiatry or Adult Psychiatry or be within 6 months of achieving this
- Other postgraduate degrees e.g. MSc, MD, MRCP etc
- Experience in the use of the Mental Health Act (1983)
Job Training and experience
Essential criteria
- Demonstrable competency across the PMETB approved curriculum for Child & Adolescent Psychiatry or Adult Psychiatry.
- Clinical experience/ placement or training post within a specialist Eating disorders Service
- Registered for CPD with the RCPsych
Desirable criteria
- Credential training in eating disorder or recognised Clinical experience/ placement or training post within a specialist Eating disorders Service
