Job overview

The North Manchester General Hospital Redevelopment Programme Director role presents a unique and exciting opportunity to lead one of the largest hospital and regeneration projects in the country. 

Following the Ministerial announcement in January 2025 which confirmed that the North Manchester General Hospital Scheme would be in Wave 1 of the refreshed New Hospital Programme (NHP), the Trust is ready to commence the next stage of project delivery. Building on considerable success and the delivery of Enabling Phase 1 works including demolition of significant victorian estate and the construction of a new Multi Storey Car Park, the project will now proceed through the business case process for the main scheme to facilitate a start on site in 2028. 

The Programme Director will lead a multi-disciplinary team to shape the scheme, deliver transformational change is embedded, ensure stakeholder support, develop the required business cases and successfully achieve the start on site. The Programme Director will also ensure operational readiness in preparation for Day 1 of the facility. 

Main duties of the job

The Programme Director will be responsible for end-to-end delivery of the programme to replace the existing North Manchester General Hospital, under the New Hospital Programme. 

Accountable to the Senior Responsible Officer, the Programme Director will lead the project on a day-to-day basis managing both the internal core team, key internal stakeholders and external specialist and technical advisors. The Programme Director will support the team in defining clear objectives via Business Case development and delivering against those objectives to time, cost, and quality parameters. The Programme Director will also ensure that the operational readiness plan is fit for purpose and in delivery to support a successful transition into the new hospital. 

The Programme Director will provide leadership with regard to key partners and stakeholders, leading and inputting into senior level meetings with New Hospital Programme, local authorities (officers and politicians), combined authority, local and national politicians, funding partners as well as local and community partners.

Detailed job description and main responsibilities

Key Duties and Responsibilities

·         Lead the day-to-day delivery of the £1.4bn North Manchester General Hospital Redevelopment Programme, with the support of a structured programme team.

·         Design and develop the delivery structure responsible for day-to-day working across the programme, encompassing and keeping informed both internal and external stakeholders.

·         Establish and maintain effective relationships with senior leaders including within the Trust and in key partner organisations such as Manchester City Council, NHSE Regional, the Integrated Care Partnership, neighbouring localities and GMCA. This will include both political and officer leadership colleagues.

 ·         Maintain lead responsibility for liaison with the New Hospital Programme, ensuring that working relationships are maintained to support progress. 

·         Ensure the delivery structure is supported by clear governance, oversight, and assurance functions and monitor and update these functions on a regular basis. This will include project focused governance with a robust link to Trust business as usual activities and governance. 

·         Manage the end-to-end delivery of the project, ensuring business case benefits and outcomes are clearly defined and achieved within time, cost, and quantity constraints.

·         Lead the development of the scheme business case, aligning senior stakeholders and obtaining the required approvals, using and managing select external advisory support where required to ensure strict timescales are achieved.

·         Lead the production of additional business cases for preparation/enabling works to support the main scheme. 

·         Work with the SRO to engage senior stakeholders to understand needs, build consensus and ensure buy-in, and manage interdependencies and business change. This must involve working with clinicians to ensure that the design of the new North Manchester General Hospital aligns to the Trust’s Clinical Strategy. 

·         Working with the SRO and Trust colleagues to manage the commercial and legal aspects of the project 

  • Working with the SRO to manage the programme's budget, monitoring expenditure and costs against delivered and realised benefits as the programme progresses

·         Lead all aspects of planning approvals required and any conditions imposed 

·         Lead the establishment and delivery of an effective Communication, Stakeholder and Engagement Strategy to ensure that all stakeholders are appropriately engaged throughout the programme delivery. 

·         Identify skill requirements at all stages of the programme and build and develop a strong delivery-focused programme within budget constraints, identifying need for external resource requirement. Ensure that relevant programme fees are secured from external partners to support progress. 

·         Ensure an effective and appropriate benefits realisation strategy is in place and that benefits are identified, understood, measured, tracked, and owned successfully.

·         Ensure strategic and operational risks and issues are managed and reported effectively, enrolling senior stakeholders and specialists in mitigations where needed.

·         Set programme success criteria with the SRO and monitor progress, engaging with assurance protocols, and responding to recommendations as required. The Programme Director should establish excellent communication links with New Hospital Programme (NHP) representatives and understand when to communicate issues and queries with the NHP team.

·         Ensure that principles of codesign with relevant stakeholders, including service users are incorporated into programme delivery at all stages

·         To ensure a culture of effective and open programme/project management is deployed within the team, and that outputs are consistently aligned to the clinical strategy and ensure projects are always co-produced.

·         Create an effective, positive, and collaborative work environment in which the programme can flourish and succeed.

·         Own and manage appointment of specialist and technical advisors, making sure the programme works in harmony and knows what they need from each other and ensuring all relevant procurement process are adhered to.

Experience

Essential criteria
  • Proven experience in delivering major estates or capital programmes / projects Experience of developing successful business cases to enable service transformation to time, quality, and budget
  • Experience and knowledge of HM Treasury Green Book business case development
  • Experience of delivering successful business cases at OBC and FBC stages for significant and strategic developments
  • Proficient knowledge of governance and assurance frameworks
  • Significant evidence of continued professional development
Desirable criteria
  • Knowledge of the New Hospital Programme national scheme.
  • NHS experience, ideally on major capital projects or major strategic change
