Job overview

The North Manchester General Hospital Redevelopment Programme Management Office Lead role presents a unique and exciting opportunity to deliver one of the largest hospital and regeneration projects in the country. 

Following the Ministerial announcement in January 2025 which confirmed that the North Manchester General Hospital Scheme would be in Wave 1 of the refreshed New Hospital Programme (NHP), the Trust is ready to commence the next stage of project delivery. Building on considerable success and the delivery of Enabling Phase 1 works including demolition of significant victorian estate and the construction of a new Multi Storey Car Park, the project will now proceed through the business case process for the main scheme to facilitate a start on site in 2028. 

The Programme Management Office Lead will lead a multi-disciplinary team to shape the scheme, ensure transformational change is embedded, secure stakeholder support and lead on effective programme management across the wide agenda. 

 

Main duties of the job

The PMO Lead will establish robust programme management process across the workstreams, designing and delivering effective management and reporting systems, managing information nad ensuring that the right internal and external governance is in place to support decision making and progress. 

The PMO Lead will also ensure that the required resource is in place and that robust risk identification and management processes are embedded.

Person specification

Qualifications

Essential criteria
  • Masters degree or equivalent or at least 5 years previous experience in programme management, with proven successful delivery.
  • Managing Successful Programmes qualification or equivalent.
  • Evidence of continuous professional development.

Knowledge

Essential criteria
  • Knowledge of NHS Capital Business Case development / HM Treasury Green Book Guidance
  • Specialist knowledge of best practice in programme management office function.
Desirable criteria
  • Understanding of NHS working environment and major capital schemes

Experience

Essential criteria
  • Experience of initiating and delivering a robust PMO function for significant change / capital schemes, of over £100m value.
  • Experience of presenting to senior executives regarding programme plans.
  • Experience of HM treasury capital scheme business cases.
  • Experience of prioritising, planning and delivering change, working with frontline staff and taking account of a wide variety of stakeholder views.
Desirable criteria
  • NHS or other public services operational or service development experience, across a range of services.
