Job overview

The purpose of this role is to support the Greater Manchester (GM) Equality and Inclusion Function to develop and implement evidence-based intelligence and policy that will ensure equality and inclusion underpins and is at the forefront of Greater Manchester’s Integrated Care commitments to addressing structural and systemic discrimination and racism.

Main duties of the job

The post holder will represent the team in the development of plans, strategies and work programmes related to research, policy and measurement frameworks.  They will provide progress reports to the team leads which will in turn be reported to the GMIC Board for ICS assurance on progress, pace and breadth of action plans to address inequality and advance equality.

Detailed job description and main responsibilities

  • Develop a robust equalities measurement framework working with our academic sector, business intelligence and population health.
  • Ensure the design and implementation of GM IC E&I development and action plans are evidence based and relevant to service or function improvement, identifying the most effective approaches to equality policy and practice.
  • Develop strong relationships across ICS business and functional areas to improve awareness of E&I mainstreaming, supporting services to develop equality evidence based, outcome-focused approaches to service design and delivery
  • Set out the parameters for a robust Equality Impact Assessment infrastructure.
  • Carry out research in E&I issues and provide evidence-based research and data, translating into practical actions to advance equality.
  • Lead the analysis for reports of ICB equality statutory and constitutional requirements
  • Provide insight, data, strategic analysis, recommendations, and solutions with respect to delivering the ICB Equality Objectives and strategy.
  • Together with others, create critical links between community intelligence and health and care data to interrogate new and emerging disparities.

Qualifications

Essential criteria
  • Working at a senior level in specialist area i.e. Equality and Inclusion or educated to masters level.
  • Evidence of continuous professional development (personal or accredited)

Experience

Essential criteria
  • Proven track record in taking people with you – ability to shape the arguments and rationale for diverse audiences and be able to provide equality research and policy advice and briefings to board and system leaders when required.
  • Experience of working at a strategic & policy level on E&I issues for a complex system implementing E&I initiatives, including knowledge and understanding of Public Sector Equality Duties and providing required evidence for the advancement of equality, providing strategic input to cross-organisational projects and programmes

Knowledge

Essential criteria
  • An up-to-date knowledge of UK Equality and Human Rights legislation, the Health and Care Act equality requirements and good practice approaches, with the ability to interpret legislation and complex information and develop practical workable solutions.
  • Knowledge of equality frameworks and benchmarking tools
