The NHS 10 Year Health Plan recently set out the vision for a service underpinned by digital transformation & data-driven insights. In parallel, the UK Government Life Sciences Sector Plan depends on new digital & data platforms to drive forward clinical trials & other pathway transformation investment. GM has already led the way nationally in ICS-level ownership of digital strategy & governance, single patient records (through the GM Care Record) & using data to deliver impact (through ‘Greater Data’, HInM’s commercial plan leveraging our ICS data assets) to the effect that we are being relied upon to deliver against key policy initiatives, including being the first ‘Prevention Demonstrator’ 

Main duties of the job

We are looking for an individual with: 
Visionary leadership: proven track record of senior leadership in data, AI, analytics, digital transformation, &/or real-world evidence generation.  
Experience driving innovation: demonstrable experience leading the adoption & spread of healthcare innovation, particularly in data-driven models of care, digital health, or research-led transformation. 
Learning agility: thrive in complex & evolving environments by expanding knowledge, use of methods & adapting leadership style & approaches to drive innovation & impact  
Commitment to health equity: passion for improving outcomes for diverse & underserved populations, & tackling health inequalities through innovation
Reliability in relationship building: exceptional ability to build & maintain trust with key stakeholders & work across organisational boundaries
Expertise in data governance: deep understanding of the standards, challenges & opportunities associated with the use of NHS data to deliver health & care at scale & pace

Detailed job description and main responsibilities

Role & Responsibilities 

Few positions offer the chance to deliver visible, measurable impact directly to local people at scale. At Health Innovation Manchester (HInM), your work will affect the health & wellbeing of 3 million people across Greater Manchester (GM). 

  • Strategic leadership: deliver the strategic direction of Health Innovation Manchester, ensuring our work is at the forefront of digital transformation, clinical excellence, & cutting-edge research & innovation.  

  • Digital transformation: oversee the design & development of new digital health products, platforms, & AI-powered services to enhance NHS & life sciences collaboration. Executive accountability for defined delivery programmes, including GM Care Record optimisation & GM Secure Data Environment development. 

  • Data: lead the creation of a world-class, AI-ready health dataset & effective, compliant, & ethical use of NHS data within GM Integrated Care System assets. Ensure the highest standards in data governance, security and privacy are maintained, while enabling data-driven innovation that meets the needs of our diverse communities. 

  • Health intelligence & analytics: Oversee health intelligence & predictive analytics within HInM ensuring data-driven decision-making internally & support use of these approaches across the NHS, local government, & industry.  

  • Partnership & collaboration: build & nurture critical relationships with clinicians, system leaders, data controllers,& partners across the NHS, local government, academia, life sciences & technology industries. Your influence & credibility will be instrumental in aligning diverse stakeholders behind a shared vision. 

  • Evidence-based policy & investment: champion evidence-based change by supporting the translation of innovation into policy & practice. Influence & advocate for investment that delivers measurable impact locally & supports system-wide policy change at a national level. 

 

Person specification

Experience and Skills

Essential criteria
  • Proven track record of senior leadership in data, AI, analytics, digital transformation, and/or real-world evidence generation
  • Expertise in digital strategy, informatics, and interoperability.
  • Ability to lead and transform a digital organisation/department at scale and pace
  • Ability to secure funding and attract investment.
  • Expertise in health economics, value-based healthcare, and data-driven policy making.

Experience and Knowledge

Essential criteria
  • Strong understanding of clinical trials, real-world implementation, life sciences and or technology partnerships.
  • Experience working with HINs, NHSE, NHS provider or global health data organisations.
  • Strong knowledge of AI regulation and NHS digital adoption pathways.
  • Background in public-private partnerships, data commercialisation, and health tech innovation.
