This is an exciting time to be joining Wirral University Teaching Hospital as we develop our operating theatres into the next stage. There are 25 theatres across two sites. The Clatterbridge site has had four new theatres built in 22/23 and has just been GIRFT accredited as an Elective Hub offering mutual aid to the region. The Sterile Services Manager will play a vital role in the success of the 25 theatres by ensuring instruments are processed in a timely manner.

The Sterile Services Department is on the Arrowe Park site with a stand alone theatre endoscopy decontamination unit on the Clatterbridge site.

The post holder will be required to manage and oversee the day-to-day operations of The Sterile Services Department ensuring robust systems of communication, governance and financial management. You will report directly to the Theatre Manager. The Trust has a Decontamination Lead who will provide support and guidance to you to ensure regulatory standards are maintained.

 

Main duties of the job

 Provide effective leadership to the sterile services team, ensuring efficient workflow and a high standard of service delivery.

Recruit, train, and supervise sterile services staff. Monitor performance, conduct evaluations, and foster a positive working environment.

Oversee the sterilization and decontamination of medical instruments and equipment. Ensure adherence to established protocols and standards.

 Implement and maintain rigorous quality control measures to guarantee the effectiveness of sterilization processes and compliance with regulatory requirements.

Stay informed about relevant regulations and standards in healthcare and sterilization. 

Work closely with other healthcare departments to understand their sterilization needs and coordinate services accordingly.

 Maintain accurate records of sterilization processes, equipment maintenance, and quality control measures. Prepare reports as required.

Develop and conduct training programs for sterile services staff, keeping them updated on the latest techniques, technologies, and safety measures.

 Manage the department's budget effectively, optimizing resources and controlling costs while maintaining quality standards.

 Identify opportunities for process improvements and efficiency enhancements within the sterile services department

Develop and implement contingency plans for emergency situations that may impact sterile services operations.

Detailed job description and main responsibilities

 

Ø  Work alongside the accountable officer for the Trust to ensure the maintenance of national decontamination standards.

Ø  Responsible for ensuring the departments maintains the national decontamination standards.

Ø  Lead the department internal and external audit of standards.

Ø  Responsible for maintaining service provision within the Clinical Governance framework through which the organisation is accountable for continuously improving the quality of the  service and safeguarding high standards of care by creating an environment in which excellence flourishes.

Ø  Responsible for providing a high quality, cost effective service where  excellence flourishes.

Ø  Responsible for ensuring all service developments are fully funded and cost improvements identified. Identifying financial/budgetary pressures and take appropriate action to ensure a balanced budget at year-end.

Ø  Continuously monitor quality and initiate remedial action where necessary.

Ø  Identify problem areas and barriers to effective performance and implement changes to overcome them.

Ø  Critically analyse activity and make recommendations.

Ø  Responsible for all workforce KPIs.

Ø  Responsible for ensuring compliance of Trust, National and Departmental Policies and Procedures, which includes preparing and implementing new policies and procedures in line with changing National Health policy and evidence-based practice.

Ø  Responsible for recruitment and retention of all staff within the multi-disciplinary team.

Ø  Ensure that establishment and skill mix meet service needs.

Ø  Responsible for producing workforce plans. Identifying personnel and training requirements to ensure that the demands of the service will be met.

Ø  Assist the directorate in the development, review and the implementation of the directorate’s response to a Major Incident and contribute to the Trust Wide Major Incident Plan.

Ø  Ensure all staff receive training on the Major Incident Plan.

Ø  Responsible for ensuring that the Caldicott Guidelines, Freedom of Information Act, Information Governance and all Trust Policies and Procedures are adhered to.

Ø  To ensure that all codes of professional conduct are adhered to by all staff within the directorate, this includes the post-holder’s own personal professional accountability.

Ø  To act as the departmental representative.

Ø  Act as the Trust technical lead for Sterile Services.

§ Duties and Key Tasks

 

Management

 

Ø  Lead role in identifying, planning and implementing service developments

Ø  Prepare business cases and participate as part of the directorate management team in:

o   Directorate Reviews

o   Financial Reviews

o   Clinical Governance reviews

o   Directorate Meetings

 

Ø  Act on behalf of the directorate at internal and external meetings.

Ø  Plan implement and monitor performance against strategic / corporate objectives initiating remedial action to ensure the department achieves.

Ø  Develop, approve and implement Directorate/Departmental Policies.

Ø  Ensure documentation and implementation of Directorate /Departmental Health & Safety procedures.

Ø  Ensure compliance with National/ Trust and Department Standards.

Ø  To investigate clinical and non clinical incidents, reviewing practice were appropriate and initiating changes in practice where indicated.

Ø  To respond and manage complaints in accordance with Trust Policy.

Ø  Act as a change agent and support staff through change process.

Ø  Through audit and feedback explore new ways of working to ensure optimum utilisation of the department.

 

 

 

Finance

Ø  Departmental Budget holder as delegated by Directorate Management Team.

Ø  Ensure efficient and effective use of resources to ensure a balanced budget at year-end. Through monitoring income and expenditure to identify causes of variance and initiating action to address problem areas.

Ø  Actively seek and implement cost effective working to ensure value for money.

Ø  Ensure business cases are submitted for developments, authorising changes that constitute no increased cost and ensure funding is identified for those with cost implications.

Ø  Accountable for the budget and authorised signatory of up to £1,000.

 

Ø  Authorise payment of invoices.

Ø  Work with Suppliers and procurement to agree deals with companies to ensure value for money.

Ø  In conjunction with procurement arrange trials and evaluation of technical equipment/ sundries, when procuring goods/ services. Prepare trust documentation for Clinical procurement group meetings.

 

Professional Practice

Ø  Maintain personal/ professional competence.

Ø  Support research and development within the department, facilitate multi disciplinary clinical audit.

Ø  Attend external meetings forging links with professional colleagues.

Ø  Ensure personal training and development up to date and maintain a professional portfolio.

 

Human Resources

Ø  Undertake the full range of HR duties – Appraisal, disciplinary, grievance, sickness absence management etc.

Ø  Take a lead role in the recruitment and retention of staff.

Ø  Write Job Descriptions for multi disciplinary workforce – updating and amending on an annual basis.

Ø  Undertake training needs analysis for the department and facilitate training and development of staff as identified during their personal review.
