Job overview

As the Emergency Preparedness, Response and Recovery Officer you be based in the new Emergency Preparedness, Planning, Response and Recovery team. You will support the Senior Emergency Preparedness, Response and Recovery Officer and Civil Contingencies Manager and the liaise across all Cwm Taf Morgannwg University Health Board activities to support the development, maintenance and review of the resilience management, strategic risk assessments, emergency planning protocols and corporate business continuity plans. 

English and/or Welsh speakers are equally welcome to apply.

•    Emergency Preparedness, Response and Recovery (EPRR) including training.
•    Business continuity management planning training.
•    Pandemic response planning.
•    Planning Chemical, Biological, Radiological and Nuclear incidents response.
•    Infectious disease outbreaks prevention and response planning.
•    Local Authority engagement.
•    Environmental health protection issues.

The successful candidate will also work with a range of organisations across South Wales reviewing and exercising multi agency business continuity and emergency plans.

The post will be based within one of the Cwm Taf Morgannwg University Health Board offices, to be discussed at interview.

Main duties of the job

The post holder will act as a champion and expert resource for Civil Contingency Management across all Cwm Taf Morgannwg University Health Board (CTMUHB) activities. This will entail the development, maintenance and review of resilience management, strategic risk assessments, emergency planning and corporate business continuity planning.

The post holder will co-ordinate the implementation of the UHB business continuity planning, and support operational Directors with regard to development, review and exercising of business continuity and emergency plans.

The post holder will be required to work in collaboration with numerous internal and external teams. 

This is a specialist role within CTMUHB Strategy and Transformation Team.  It contributes to the development, maintenance and review of resilience management, strategic risk assessments, emergency planning and corporate business continuity planning.

The post holder will support the implementation of the UHB business continuity planning, and exercising of business continuity and emergency plans.

Responsibilities are at a CTMUHB Strategy and Transformation Team level, and the post holder is expected to work under the direction and guidance of the Civil Contingencies Manger and Senior Emergency Preparedness Resilience and Response Officer, who will agree specific work objectives on an annual basis according to local needs and priorities.

Detailed job description and main responsibilities

The post holder will :
•    Contribute in pre-planning and co-ordination between Welsh Government, local authorities and the NHS in preparedness for infectious disease and other public health emergencies.
•    Work closely with public health clinical staff, infection prevention and control team, and EPRR colleagues to risk assess and develop emergency plans. 
•    Contribute to the development and maintenance of effective local partnerships across organisational boundaries. 
•    Contribute to the provision of professional support on the implementation of local policies that contribute to the preparedness to deal with major incidents. 
•    Establish and develop local multi-agency partnerships and attend meetings arising from public health and emergency resilience. 
•    Participate in local multi-agency partnerships established for the implementation and delivery of specific health protection programmes and initiatives.
•    Contribute to the training of local staff in relation to EPRR policies and procedures. 
•    Support the prevention/protection agenda in being at the forefront of key strategies and programmes that impact on the health and wellbeing of the population.
•    Provide a knowledge base on Health Protection/Emergency Preparedness, Response and Recovery (EPRR) and implement specific operational objectives for the prevention/protection aspects of national and local strategies and programmes.
•    Contribute to planning, scheduling and executing emergency/contingency exercises across CTMUHB.
•    Engage with the media for the promotion and protection of health within clearly defined CTMUHB protocols.
•    Contribute to the development, implementation, delivery and evaluation of health protection programmes, to meet identified needs and priorities contributing to health improvement and a reduction in health inequalities.
•    Contribute to the formulation of operational plans to support the organisation in responding to unforeseen circumstances. 
•    Contribute to the planning, development and implementation of evidence based research within practice. 
•    Contribute to the preparation of reports, reviews and presentations on the achievements/outcomes of emergency planning programmes for the Director of Strategy and Transformation and Assistant Director of Transformation, CTMUHB, other partners and funding bodies.
•    Support the regular assessment and identification of health protection needs and priorities.
•    Assist in the collection, analysis, interpretation and dissemination of information to ensure the most current information is available for staff and patients.
•    Implement tools and methods to collect information from local communities on health needs and priorities.
•    Contribute to the support of health protection and public health staff working within the UHB’s Health Protection Team.
•    Contribute to the supervision and support of those involved in service delivery.
•    Participate in reflective practice as part of personal professional development.
•    Prepare a personal development plan.
•    Contribute to the provision of professional support, to all sectors, on the implementation of local policies that contribute to emergency preparedness, response, resilience and recovery. 
•    Support the development and assessment of policy and strategy within partner agencies regarding the business continuity aspects of local strategies and policies.
•    Contribute to the development and dissemination of the evidence base for health protection.
•    Provide specialist advice and support for the implementation of impact assessment and evaluation of policies.
•    Implement systems for monitoring and audit.
•    Develop and maintain an overview of developments in knowledge and practice in EPRR, and identify opportunities to integrate these into practice.
•    Contribute to relevant research activities, working with academic centres and others on collaborative projects.
•    Provide support for the monitoring and evaluation of health protection policy and programmes.
•    Support work on a range of issues including:
    Pandemic planning and response.
    Chemical, Biological, Radiological and Nuclear incidents response.

    Vaccinations and Immunisations.
    Addressing inequalities in access and uptake of control measures.

In the event of a significant health protection incident or outbreak, the post holder will be required to be flexible and assist in any health protection response, as identified by the Senior Emergency Preparedness Resilience and Response Officer or Civil Contingencies Manager

Knowledge and Qualifications

Essential criteria
  • Degree or equivalent skills, knowledge and experience in a relevant subject
  • Basic knowledge across a range of Emergency Planning and response procedures underpinned by theory
  • Knowledge of multi-agency and national command and control structures. Knowledge of relevant Legislation and Guidance
Desirable criteria
  • Post graduate qualification in Public Health/Health Protection
  • Business Continuity qualifications

Experience

Essential criteria
  • Experience of working with a range of partner organisations relevant to health protection
  • Experience of co-ordinating projects in complex and challenging environments

Skills
