•    Hold a key position of expertise and influence in relation to Emergency Preparedness, Response and Recovery (EPRR) with a wide range of professionals/managers at all levels of seniority both within and external to CTMUHB. 
•    Participate in pre-planning and co-ordination between Welsh Government, local authorities and the NHS in preparedness for infectious disease and other public health emergencies.
•    Be the contact point for other statutory agencies and partner organisations for emergency preparedness and business continuity.
•    Work closely with public health, clinical; infection prevention and control, and EPRR colleagues to risk assess and develop emergency plans. 
•    Identify, develop and maintain partnerships with individual communities and organisations to identify and manage risk. 
•    Contribute to the development and maintenance of effective local partnerships across organisational boundaries. 
•    Attend and represent CTMUHB from an EPRR perspective at the Local Resilience Forum Health Sub Groups as required.
•    Represent CTMUHB at local partnerships to maximise the potential for public protection.
•    Provide specialist EPRR advice and support to others in the development of knowledge, understanding and skills in emergency response and preparedness. 
•    To contribute to the development, implementation, delivery and evaluation of public health/health protection/emergency preparedness programmes to meet identified needs and priorities contributing to health improvement and reduction in health inequalities.
•    Co-ordinate/manage a range of programmes/services. 

•    Prepare reports, reviews and presentations on the achievements/outcomes of emergency planning programmes for the Director of Strategy and Transformation and Assistant Director of Transformation, CTMUHB, other partners and funding bodies.
•    Support the prevention/promotion/protection agenda in being at the forefront of key strategies and programmes that impact on the health and wellbeing of the population.
•    Develop action plans to support EPRR programme delivery at a local level.
•    Establish/participate in local multi-agency partnerships and meetings arising from emergency planning and resilience, representing the UHB from a public health emergency resilience perspective alongside health protection team colleagues at tactical command during incidents and exercises 
•    Proactively engage with the media regarding the promotion and protection of health to large groups of people, within clearly defined protocols.
•    Provide training and leadership to support groups, communities and organisations to identify their health needs, formulate plans to address their needs.
•    Provide specialist advice, training and support to enable other workers and organisations during emergency situations/incidents. 
•    Support the Director of Public Health in providing public health advice, support and leadership, especially in responding to major incidents. 
•    Manage and supervise the work of EPRR staff in line with personal development plan arrangements (PDP).
•    Monitor programme budgets in accordance with policies and procedures.
•    Participate in reflective practice as part of personal professional development.
•    Develop personal professional practice, within the frameworks for Performance Management and Clinical Governance.
•    Contribute to the provision of professional support, to all sectors, on the implementation of county-wide policies that contribute to the preparedness to deal with major incidents.
•    Support the organisation in responding to unforeseen circumstances. 
•    Support training to Cwm Taf Morgannwg staff (and staff from partner organisations as required) on a variety of areas including contaminated casualties, viral haemorrhagic fever disease prevention and major incidents. 
•    Undertake an active role in the development and support of the Directorate business continuity plans and co-ordinate the associated risks. 
•    Implement evidence based research within practice.
•    Work closely with clinical colleagues e.g. Control of Infection colleagues to develop emergency plans. 
•    Undertake training need analysis, develop and implement training programs for contingency and emergency plans. 
•    Be responsible for the planning, development of corporate contingency strategies, plans, policies, procedures, protocols and guidelines. 
•    Support planning, scheduling and executing emergency/contingency exercises across the UHB.
•    Analyse data and information from a variety of sources and develop complex reports to support decision making across the UHB.
•    Interpret and use data sources to ensure the most current information available for staff and patients.
•    Contribute to relevant research activities working with academic centres and others on collaborative projects.
•    Provide support for and maintain an overview of current research findings relevant to specific EPRR issues.
•    Develop with others, appropriate tools and methods to conduct local research to improve understanding of the needs of key groups within the community.
