Job overview

Are you a governance professional with strong interpersonal and leadership skills? If so, an exciting leadership opportunity has arisen within the JCC as principal advisor to the Joint Commissioning Committee (JCC) and the JCC Team on all aspects of governance.

You will work with the JCC’s Senior Management Team, supporting the Chief Commissioner in fulfilling their Accountable Officer role and contributing to the development of strategy, commissioning arrangements and the delivery of JCC responsibilities, as appropriate. 

The successful postholder will be critical to promoting organisational governance, assurance and be an ambassador in demonstrating our Values and Behaviours.  You will provide sound advice to the Chair, Chief Commissioner and individual JCC team members on all aspects of governance, assurance and business. You will lead a team to ensure the Joint Committee and the JCC Team are effective conduct of its role, providing where appropriate, discreet, independent and challenging voice in relation to JCC deliberations and decision making. The successful candidate will work closely with Board Secretaries across the NHS Wales Health Boards and Governance colleagues within Welsh Government. 

The successful candidate will have line management responsibility for the Assistant Director of Governance and Business.

Main duties of the job

The role of the Committee Secretary is a pivotal one within the JCC and the JCC Team as they are the principal advisor to the JCC and the JCC Team on all aspects of governance. You will work as a member of the JCC’s Senior Management Team, supporting the Chief Commissioner in fulfilling their Accountable Officer role and contributing to the development of strategy, commissioning arrangements and the delivery of JCC responsibilities. 

The Committee Secretary will promote and help sustain governance and assurance standards within the JCC by:

  • Keeping under review legislative, regulatory and governance developments that impact on the JCC’s activities and ensuring that the JCC is appropriately briefed on them;
  • Winning the confidence of the JCC, acting as ‘wise counsel’ providing a confidential sounding board to the Chair, Chief Commissioner and individual JCC team members on all aspects of JCC business, including issues of concern;
  • Guiding the JCC in the responsible and effective conduct of its role, providing where appropriate, a discreet, independent and challenging voice in relation to JCC deliberations and decision making;
  • Ensuring that in all its dealings the JCC acts fairly, with integrity, and without prejudice or discrimination; and
  • Contributing to the development of a culture that embodies NHS and JCC values and standards of behaviour.
  • Playing a key role in protecting and enhancing the reputation of the JCC and NHS Wales.

Qualifications and Knowledge

Essential criteria
  • Educated to Master’s Degree level or equivalent experience working in a senior governance role.
  • Professional knowledge of disciplines such as people management, information & technology and performance management gained over a substantial period through training and experience.
  • Expert knowledge of a range of theoretical and practical work procedures and practices in respect of a committee secretary role, including, corporate governance, risk and assurance.
  • In depth knowledge of the NHS and the political environment, its systems and the ability to communicate and transfer this knowledge to others.
  • Able to demonstrate relevant professional CPD record.
  • Welsh Speaker (Level 1 - courtesy Welsh) or willingness to work towards achieving this level.
Desirable criteria
  • Fellow or Associate of the Institute of Corporate Governance (previously known as the Institute of Chartered Secretaries).

Experience

Essential criteria
  • Extensive previous experience of working in a senior committee secretary role.
  • Able to demonstrate the maintenance of expert technical knowledge required by a committee secretary to ensure robust corporate governance and mitigate risk.
  • Experience of working through multi-disciplinary teams, including formal networks, committees and groups, to deliver service improvements that increase their effectiveness and efficiency.
  • Undertaking research, reviews and audits to inform best practice in respect of committee management, good governance, managing risk, assurance etc.

Skills and Attributes

Essential criteria
  • Highly developed communication and engagement skills, oral and written.
  • Able to demonstrate effective compassionate leadership and management skills.
  • High standard of IT skills and standard key board skills.
  • Ability to analyse and interpret complex information sources such as Welsh Government and to provide strategic/ expert advice based on data analysis, often with short timescales.
  • Able to write high level and quality complex reports and document;
  • Able to formulate and develop long-term, strategic plans based on national information/guidance, which involve uncertainty, and which may impact on the JCC and wider NHS Wales commissioning organisations objectives.
  • Develop and review corporate policies and procedures to meet organisational needs or in response to changes to national policy which may need to be analysed and interpreted for local implementation.
  • Innovative with strong service focus, with highly developed communication, influencing and negotiating skills.
  • Sound judgement to inform robust decision making, when dealing with highly complex facts/information, through the analysis and interpretation of national policy, legislation etc. to provide expert advice to the Chair, Chief Commissioner, JCC etc.
  • Able to work with and be guided by general NHS, organisational or broad corporate governance/assurance policies, frameworks etc. with the ability to establish and advise confidently on the way in which these should be interpreted.
  • Able to influence and challenge the assumptions of stakeholders and provider organisations, while retaining respect and maintaining credibility.
  • Able to sustain concentration for prolonged periods when working to tight deadlines and during periods of heavy workload and pressure; including when writing policy documents, reports, checking papers for Committees etc.
