Job overview

We are seeking an enthusiastic and self-motivated GP to undertake the role of Clinical Director General Medical Services Wellbeing and Health Protection within CTM UHB. This is an exciting opportunity to work with the various members of the Care Group including, other Clinical Directors, and various Primary Care Teams as well as GP independent contractors.  The post holder will have a significant role to play in providing visible and effective clinical leadership, supporting the services which fall under WISE (Wellbeing Innovation Service) and Health Protection including Vaccination and Immunisation Programmes. This is a new key and exciting role, supporting the delivery and shaping of wellbeing services within and across the Health Board footprint.

The scope of the role and portfolio within the Care Group may vary and develop over the course of the tenure in discussion and agreement with the Care Group Service Director and Medical Director, in keeping with continuing development of the clinically-led operating model, maximising the benefit of the operating model for our population.

Reporting to the Directorate Manager for GMS and professionally accountable to the Medical Director Primary Care and Communities Care Group.

Main duties of the job

The post holder is a member of the Care Group Clinical Leadership team, providing leadership and direction for General Medical services the portfolio, and collaborating with the wider clinical leadership across the health board.  The post holder will support the development and delivery of high quality, effective and sustainable clinical services within allocated resources, working closely with other members of the leadership team in relation to operational management, access and delivery targets, service improvement and strategic development.

Detailed job description and main responsibilities

The Clinical Director is responsible for:

  • Developing positive working relationships with the Directorate Manager and Lead Clinicians for the Care Group 
  •  The safe, effective and efficient development of delivery of high quality services which promote the Lifestyle Medicine principles with the goal of empowering patients to actively self-manage their health and well-being.   The services offer identification of risk factors through health check programs and also offer an opportunity to reduce symptoms and prevent deconditioning during wait times for specialist consultations. 
  • Support the Directorate Manager for GMS and the Service Manager for Vaccination and Immunisation in the safe, effective development of the vaccination and immunisation programme which is directed by the National Immunisation Framework. 
  •  Ensuring that the principles of prudent healthcare are at the forefront of service planning and delivery.
  • Effective and visible clinical leadership, with day to day clinical support of the specialties within the portfolio, engaging with clinical leads and associate clinical service directors within and outside the care group, to include job planning (where appropriate).  
  • Support the Directorate Managers for Community Services and the wider Primary Care Team to ensure the systems are in place to produce the necessary statistics for reporting purposes.
  • Promoting and supporting the Quality Governance agenda including robust incident reporting, concerns management, identification of clinical risks and resource constraints that relate to this.
  • Ensuring services developed and directed to provide care that is safe, compassionate, consistently of excellent quality and always improving; in line with our Values and Behaviour and Quality Strategy.  
  • The professional leadership of all clinical staff within the clinical specialty within the Care Group, the creation of an excellent educational and research environment, the development of new service models to meet changes in demand, and to comply with best practice and national guidelines.
  • Contributing to the delivery of required quality and performance standards by using information to support planning, performance and decision making.
  • To ensure that satisfactory multi-disciplinary clinical audit takes place and that the outcomes are acted upon and reported into the required forums
  • The development of effective working relationships with other relevant specialties in the Care Group and other sites in the interests of patient centred care.
  • Providing advice and input to the development of strategic and operational plans for the Care Group including the Integrated Medium Term Plan.

Experience

Essential criteria
  • Significant track record of employment at a senior level in a health related environment.
  • Well established medical/clinical practitioners with considerable medical/clinical experience since full registration with appropriate professional body.
  • Experience in clinical leadership.
  • An understanding of the role of management and clinical contribution to the overall Board agenda.

Qualifications

Essential criteria
  • Registered with GMC or other relevant Professional Body and with a licence to practice.
  • Inclusion in the Wales Medical Performers List
  • Evidence of further personal development – education and/or training in leadership and/or management

  • Ability to communicate effectively with colleagues, patients, clinical staff and other agencies. Communicate openly and honestly and explain things clearly.
  • Highly resilient with an ability to work effectively under pressure and cope with setbacks; ability to maintain composure and set high standards of behaviour when under pressure.
  • Evidence of an enquiring and critical approach to solving work problems. Ability to analyse highly complex facts and use judgement in situations where there is no precedent and creative and original thinking is required.
