Position: Commissioning Officer - Ambulance Services and 111
Following the establishment of the NHS Wales Joint Commissioning Committee (NWJCC) on 1st April 2024 and a recent organisational restructure, we are seeking a Commissioning Officer to support our journey as a newly formed organisation.
The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest.
Our mission to be The Centre of Excellence for Collaborative Commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services, and mental health, operating a £1.14bn budget.

Main duties of the job

The main duties of the role include:

•    Providing essential administrative, operational and business management support to a Commissioning Directorate. 
•    Working closely with the Director of Commissioning, directorate team members and other stakeholders to ensure the efficient delivery of commissioned services.
•    Developing and maintaining the workplan for the directorate, including coordinating the regular review of risks.

Detailed job description and main responsibilities

Administrative Support
Maintain action logs and follow up actions to inform decision-making. 
Identify and highlight areas of concern or non-compliance. 
Maintain confidentiality for sensitive, private and patient information. 
Support Collaborative Commissioning Groups and other key directorate meetings, organising venues and ensuring availability of delegates.
Participate in a buddying system with Commissioning Officers in other directorates to ensure business continuity and cross cover for planned and unplanned absences. 
Produce regular highlight and exception reports for the portfolio, feeding into the regular schedule of meetings.
Commissioning Support
Develop and maintain the workplan for the directorate, following up actions and reporting against progress to regular meetings. 
Produce highlight and exception reports against the workplan on a regular basis, feeding in to scheduled meetings.
Assist in the writing of specifications, tenders and other commissioning documents.
Undertake regular market and provider research under the direction of the Assistant Director of Commissioning.
Provide advice about the team and portfolio to NWJCC staff and external stakeholders as required. 
Liaise with corporate teams to formulate responses to Freedom of Information requests and concerns. 
Collect and collate information from across the Commissioning Teams.
Carry out analysis and evaluation of data and information collected, making recommendations as appropriate. 
Data Management
Maintain and manage databases and information systems relating to commissioned services. 
Ensure data accuracy and integrity.
Produce reports to support decision-making and present information to internal meetings.
Stakeholder Engagement
Develop and maintain effective relationships with internal and external stakeholders, including NHS commissioners and providers, independent sector providers, and local authorities. 
Facilitate communication and collaboration to achieve commissioning objectives.
Work across NWJCC directorates to support the operation and management of the Commissioning Directorate.
Quality Assurance
Assist in the implementation of quality assurance processes to monitor and evaluate the performance of the directorate. 
Undertake regular research to identify opportunities for improvements in systems and processes. 
Support continuous improvement initiatives.
Policy Compliance
Ensure administrative processes comply with national and local healthcare policies, guidelines, and standards. 
Keep abreast of changes in healthcare policy and adapt administrative practices accordingly.
Develop Standard Operating Procedures (SOPs) for business management functions across the team.
Maintain and monitor business continuity plans for the directorate.
Resource Management
Manage office resources, including supplies and equipment, to support the efficient operation of the commissioning team.
Support directorate staff to manage and maintain resources in line with organisational policies. 
Room booking and set up for directorate meetings.
Work with other areas of the NWJCC to develop resource plans that will enable transformational change. 
Liaise with staff across the directorate and with external stakeholders to share and receive sensitive business information.
Team Support
Work on own initiative, providing support to the directorate team, fostering a collaborative and high-performing work environment, in line with the NWJCC values.
Provide training to staff on effective business practices and statutory compliance requirements.
Supports on projects to improve systems and processes across the directorate.
Operate as key link into corporate services and governance, including ensuring the timely drafting of papers for meetings.
Monitor adoption of organisational policies and procedures, identifying and reporting any exceptions.

Qualifications and Knowledge

Essential criteria
  • Educated to degree or equivalent level of experience/ knowledge, with evidence of developed knowledge and experience in business management and administration.
  • Knowledge in a number of disciplines, e.g. administrative support, project support, purchasing, budget monitoring, report writing, process development, acquired through training and experience.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint Outlook) Evidence of continuous professional development.
Desirable criteria
  • Understanding of services within the delegated portfolio
  • Knowledge of commissioning of services in the public sector
  • Proficiency in Microsoft 365, including Teams and SharePoint

Experience

Essential criteria
  • Experience in a large and complex organisation.
