Position: Implementation and Effectiveness Manager (PET/MRT) (JCC)

Following the establishment of the NHS Wales Joint Commissioning Committee (NWJCC) on 1st April 2024 and a recent organisational restructure, we are seeking an Implementation and Effectiveness Manager (PET/MRT), Joint Commissioning Committee (JCC) to support our journey as a newly formed organisation.

The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest.

Our mission to be The Centre of Excellence for Collaborative Commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services, and mental health, operating a £1.14bn budget.

Main duties of the job

As part of the Medical Directorate an Implementation and Effectiveness function has been set-up within NWJCC to provide an all-Wales, multi-disciplinary resource to support the strategic development and delivery of projects and programmes aimed at underpinning diagnostic and therapeutic nuclear medicine services, including PET and Molecular Radiotherapy (MRT).

Qualifications and/or Knowledge

Essential criteria
  • Highly developed knowledge of project management methodologies and techniques, including change management and service redesign, acquired through training, experience and/or qualification to Master’s or equivalent level.
  • In-depth specialist knowledge and expertise across a range of disciplines including Research & Innovation, Performance Management, Project Management, Quality and Service Improvement Tools/Techniques.
  • Proficient using Microsoft Project, Visio, PowerPoint, Excel and Word.
  • Up to date knowledge and understanding of current priorities within NHS Wales.
  • Partnership working and stakeholder management acquired through training and experience over an extended period.
Desirable criteria
  • Evidence of recent personal development at senior management level.
  • Better Business Cases qualification or experience in writing business cases.
  • Detailed understanding of systematic approaches to risk management and contingency planning.
  • Knowledge of organisational performance management principles and practice.
  • PRINCE II and/or Managing Successful Programmes (MSP) qualification.

Experience

Essential criteria
  • Evidence of specialist knowledge and expertise in project management and service improvement and transformation, acquired in a Modernisation/ Operational/ Performance Management environment, through professional qualification or equivalent experience.
  • Demonstrable evidence of innovation and improvement in provision of services, ensuring that maximum improvement is derived from identified innovations.
  • Proven ability to lead, manage and implement change.
  • Proven work record of consistently achieving high standards and delivering objectives and priorities.
  • Evidence of creating and sustaining positive relationships with staff and stakeholders.
  • Experience in development of joint projects and interdepartmental integrated working.
Desirable criteria
  • Experience of capital replacement projects/programmes.
  • Strong senior management experience with an ability to command credibility.
  • Successful track record of leading and delivering large scale, complex projects.

  • Excellent analytical skills to develop, read, interpret and disseminate complex information to others.
  • Excellent strategic thinking, analytical and problem solving expertise.
  • Ability to perform and deliver under pressure, including dealing with complex and contentious issues in a hostile environment.
  • Ability to negotiate and influence change processes.
  • Clear leadership skills, influencing and team building skills.
  • Highly developed interpersonal skills, a natural facilitator.
