Job overview
Lead and manage a large and complex designated portfolio within a Commissioning Directorate, ensuring the delivery of high-quality, patient-centred services.
Lead and manage the planning, stakeholder engagement, and performance management of the delegated portfolio to achieve the best outcomes for patients and the organisation.
Lead on evidence and value-based commissioning for the delegated portfolio, taking consideration of population need.
Provide leadership and management the Commissioning Team(s) within the delegated portfolio, and work across NHS Wales, including strategic, clinical and operational delivery networks and where required, deputise for the Assistant Director of Commissioning.
Be accountable to the Assistant Director of Commissioning for their performance and provide expert advice to the Director of Commissioning and their Deputy on the commissioning of services within their delegated portfolio.
Main duties of the job
Lead and manage a large and complex delegated commissioning portfolio.
Lead, manage and develop the matrix Commissioning Team for the delegated portfolio.
Lead the development of commissioning strategies and plans for the services included within the remit of the role, working with the Assistant Director of Commissioning and other Heads of Commissioning to ensure alignment of plans with the Integrated Medium-Term Plan and wider JCC commissioning priorities and plans.
Lead on the strategic planning, stakeholder engagement and performance management of the delegated portfolio.
Work with stakeholders to develop and implement plans to improve quality and value across the delegated portfolio.
Lead on contract and performance management for the services within the delegated portfolio, and manage within the allocated budget for the services, likely to be in excess of £100m dependent on the portfolio.
Implement and maintain robust quality assurance and clinical governance arrangements for the portfolio and ensure appropriate escalation where necessary.

The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest.
Our mission to be The Centre of Excellence for Collaborative Commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services, and mental health, operating a £1.14bn budget.

Person specification
Qualifications and Knowledge
Essential criteria
- Educated to Master’s Level or equivalent level of experience/ knowledge, with evidence of developed knowledge and experience in commissioning.
- In-depth professional knowledge in a number of disciplines, e.g. financial management, performance management, information systems, staff management acquired through training and experience over extended period.
- Detailed understanding of the commissioning and provision of health services.
Desirable criteria
- Change management qualification, e.g. MSP, Prince2 etc.
Experience
Essential criteria
- Exoerience at senior level in a large and complex organisation
- Evidence of successfully working in a highly complex environment with a multiplicity of stakeholders
- Contract and performance monitoring and management
Desirable criteria
- Experience of working within Commissioning
- Change management and transformation
Skills and Attributes
Essential criteria
- Strong interpersonal and communication skills and demonstrable ability to influence at senior levels, and manage and resolve conflict.
- Demonstrate a constructive and creative approach to problem solving
- Strong commissioning, contracting and performance management skills
Desirable criteria
- Commitment to improving quality of patient care
