This is an exciting opportunity for the role of Clinical Director for North Place and Palliative Care Services in Norfolk Community Health & Care. As a senior leader you will lead the clinical and quality agenda across north Norfolk and palliative care services as well as influencing and leading trust-wide quality improvement projects.

You will also be working collaboratively with ICB, primary care and Place partners. You will be expected to work strategically across the Norfolk Community Health & Care (NCHC) and Cambridgeshire Community Services (CCS) NHS Group and with other organisations

Main duties of the job

To work with the Director of Place/Directorate to lead the delivery of community health services  across one of the operational areas within NCH&C. This will include the coordination, and  implementation of the clinical quality & safety, management of people and resources. The post holder will lead the delivery of services in order to ensure delivery of the trust’s quality agenda to include, safety, clinical effectiveness and patient experience.

Detailed job description and main responsibilities

Main Duties & Responsibilities
1. With the Director of Place/Directorate to hold operational & professional leadership and direction, which ensures that practice and service delivery is of high standard. In line with national guidance, best practice & trust performance standards.
2. Be a catalyst in the embedding of clinical leadership within clinical areas.
3. Working alongside the Director of Place/Directorate to ensure that the prevention and integration agenda, including development of integrated ways of working and pathways for better patient outcomes, is embedded within the directorate
4. In partnership with Director of Place/Directorate to hold responsibility and decision making role for budgetary and human resource management within operational area of responsibility.
5. Work with the Place Director to formulate long-term, strategic plans, which take into account the overall aims and policies of the service/directorate/organisation and create an operational framework.
6. To demonstrate and lead evidence based planning and continuous improvement in service areas area to drive improvement through learning based on best available evidence in delivery areas
7. Maintain own professional and leadership knowledge and skills to act as a source of information, clinical / professional leadership and consultation for colleagues as required and where appropriate.
8. Provide professional leadership (non-medical) contribution to the Directorate on issues such as recruitment, professional practice, disciplinary cases and standards of professional conduct within operational area and professional areas of responsibility.
9. To work with the Nursing directorate as required to manage any professional referrals.
10. As one of the most senior clinicians in the organisation, the post holder carries a responsibility to provide a strong role-model for all health professionals by demonstrating credibility and visibility, strong commitment to identifying development opportunities, celebrating success and encouraging creativity, innovation and excellence in practice.
11. Contribute on behalf of operational services to the development of a robust system of clinical quality audit and policy review and re-issue and implementation to ensure safe and competent practice.
12. Initiate and contribute to the development of related clinical policies, procedures and guidelines as appropriate in order to provide high quality and consistent care and services within, and across areas.
13. Lead on the development and management of change and transformation projects and programmes as required.
14. Accountable for the direct delivery of a clinical Place to the Place Director.
15. Raise the profile of research and audit activity, ensuring that such work and examples of excellence in practice and innovation are shared and published.
16. Work with the other CD’s and senior leaders across the trust to set operational and quality standards and deliver quality improvement and learning systems.

Qualifications

Essential criteria
  • Masters level qualification or equivalent experience relevant to the role and evidence of training in leadership.
  • Registered practitioner (NMC or HCPC) with current registration
  • Educated to first degree level

Skills, Abilities & Knowledge

Essential criteria
  • Highly developed specialist knowledge, underpinned by experience and theory.
  • Demonstrate analytical abilities and processes for understanding complex reports both in terms of performance management and planning and in respect of HR functions and supporting staff in delivery of quality services.
  • Demonstrate high level of competence in professional role supported by employment history, relevant theoretical and practical knowledge and experience.

  • Be able to demonstrate leadership experience in terms of managing complex dynamics associated with multi-professional groups. .
  • Be able to demonstrate a breadth of experience in managing people and situations where significant challenges to service delivery are present.
  • Show understanding of leadership and influencing skills with demonstrable application where line management responsibilities.
  • Show through own experience and give examples of situations where challenges have been met and mitigated or overcome.
  • Show methodologies / theory and experiential knowledge base used and their practical application to service environments, giving examples of successful outcomes

  • Excellent written and verbal communication skills.
  • Ability to assess and make effective decisions under pressure in complex situations and use own judgement to problem solve.
  • Able to deliver sensitive information to large groups in a number of different ways including (but not limited to; verbal, in writing)
  • Able to present ideas, inferences, conclusions in writing and face -to -face to a wide audience including training delivery

  • Must be able to work flexibly and balance hours of work to meet service need. Will be required to travel (car driver) and on occasion work outside normally accepted hours in order to ensure service delivery over a 24 hour day period.
  • Willing to undertake CRB check at Enhanced level
