Job overview

We are looking for an experienced and motivated HCPC registered Paramedic to join our Hazardous Area Response Team (HART) as Assistant HART Manager (Training).

This key leadership role ensures the delivery of high-quality training and compliance with national standards, supporting operational readiness and resilience across EMAS.

Main duties of the job

  • Design and deliver a rolling training plan aligned with NARU and NHS England standards.
  • Monitor training compliance and maintain staff competency across all HART disciplines.
  • Ensure health and safety compliance during training activities and risk assessments.
  • Mentor and coach staff to achieve performance and quality objectives.
  • Support incident investigations and embed lessons learned into practice.
  • Deputise for the HART & Special Operations Manager and participate in the NILO/Tactical Advisor on-call rota once trained.

Detailed job description and main responsibilities

The Assistant HART Manager (Training) provides leadership and management for the Hazardous Area Response Team (HART), ensuring compliance with national training standards and contractual requirements.

The role is responsible for designing and delivering a rolling training plan aligned with NARU and NHS England standards, maintaining operational readiness, and fostering a culture of safety and continuous improvement.

Once trained, the post holder will participate in the NILO/Tactical Advisor on-call rota.

Key Responsibilities

Training & Competency

  • Develop and implement a comprehensive training plan to maintain compliance with NARU and NHS standards.
  • Ensure all HART staff maintain required capabilities and competencies.
  • Monitor training compliance, performance reviews, and maintain accurate training records.
  • Oversee health and safety compliance during training activities, including risk assessments.

Leadership & Management

  • Provide visible leadership and professional management to HART Team Leaders and operatives.
  • Support staff with operational, compliance, and HR matters.
  • Promote NHS values, equality, and a culture of safety and continuous improvement.
  • Deputise for the HART & Special Operations Manager when required.

Operational Duties

  • Respond operationally as a paramedic when required.
  • Act as Tactical Advisor during major incidents once trained and vetted.
  • Ensure training aligns with SOPs and risk management processes.
  • Work flexible hours to provide leadership coverage for day and night teams.

Governance & Quality

  • Collaborate with Assistant HART Manager (Quality) to ensure training documentation is audit-ready.
  • Support incident investigations and embed lessons learned into practice.
  • Maintain compliance with statutory and regulatory standards (CQC, EPRR, NHSE).

Stakeholder Engagement

  • Build strong relationships with internal and external stakeholders to promote interoperability and safety.
  • Represent HART in multi-agency forums and contribute to strategic planning.

Qualifications

Essential criteria
  • HCPC Registered Paramedic
  • Recognised Teaching Qualification
  • Degree-level qualification or equivalent experience
  • Qualified Instructor in one or more HART disciplines
Desirable criteria
  • Postgraduate qualification in education, management, or quality
  • QSIR Practitioner
  • Coaching/Mentorship qualification
  • Assessor Qualification (CAVA)

Experience

Essential criteria
  • Minimum 5 years operational experience as a paramedic
  • Proven experience in clinical or operational leadership
  • Experience planning and delivering quality training programmes
  • Multi-agency training delivery experience
Desirable criteria
  • Incident investigation and learning reviews
  • familiarity with major incident procedures and JESIP principles

Knowledge

Essential criteria
  • Strong understanding of clinical governance, audit processes, and quality improvement methodologies
  • Ability to translate strategic goals into measurable training plans
  • Knowledge of SOPs, risk management, and assurance frameworks
  • Effective communication skills (written and verbal) and ability to handle sensitive information
  • Strong analytical and decision-making skills under pressure
  • Familiarity of EPRR frameworks and major incident procedures
Desirable criteria
  • Awareness of NHS and ambulance sector priorities
  • Experience writing reports and presenting findings
