Finance Analyst Specialist (Capital Team)

Job overview

This is a technical accounting role, integral to the efficient functioning of the Estates Capital Team, with the post holder providing dedicated support to the Head of Capital & Transformation, and providing expert financial advice to the Capital Team Project Managers in the implementation, maintenance and reporting on financial controls, performance and outturn of Capital Projects and in the production and reporting of the monthly and annual Capital Expenditure position.

The post holder will ensure that both transactions undertaken and information provided are accurate, timely and produced to the standards set by the Trust. Additionally, the post holder will assist in developing improved systems for capturing information regarding assets, reductions in backlog and for reporting all Government requested information, such as ERIC returns, relating to fixed assets in a timely manner.

The post holder will initially be based at City Campus, but the duties may require frequent travel to and work at other NUH locations.

Main duties of the job

This includes but is not limited to: 

Provide financial assistance and advice to the Capital Team in all matters relating to costs and finance

Using information received from the Project Managers and actual invoices posted in Finance, analyse progress of individual live schemes to forecast cashflow and outturn costs.

Monitor the financial progress of Capital Projects, including Capital commitments, liaising with Project Managers as necessary and predicting year-end financial forecasts to ensure achievement of the Capital Programme

Advise and assist Project Managers in placing orders and receipting work done, and resolve issues arising through the interface with Oracle and SBS procedures in placing of orders and processing payments.

Advise whether all proposed Capital expenditure is being correctly authorised in accordance with the Trust's Scheme of Delegation and that the expenditure complies with the definition of Capital so that the Trust meets its Capital Resource Limit (CRL)

Be sensitive to and able to resolve any issues surrounding conflicts of interest from production, interpretation or reporting of numerical or written information.

Obtain and circulate the Capital Schemes List Numbers and Cost Codes, and maintain the database

Record Capital spend on the Project Databases

Monitor, verify and report expenditure forecasts on Capital Projects

Trainin & Qualifications

Essential criteria
  • Postgraduate Diploma Level or equivalent experience
  • Have knowledge and a good level of understanding of construction procurement, monitoring of progress of projects and payment processes

Experience

Essential criteria
  • Experience and knowledge of NHS Capital Procedures and will be accustomed to working with Oracle and other financial management and accounting systems.
  • Knowledge of the nature of the NUH estate and how capital projects impact this.
Desirable criteria
  • Experience in delivering/managing financial reporting on services and projects within an acute healthcare setting.
  • Experience gained in working within a large and diverse organisation.
  • Working knowledge of the Capital Procedures, which govern the activities of the Capital Team.

Essential criteria
  • Excellent interpersonal skills enabling communication of financial information to project managers and others (both verbally and via paper/electronic transmission) in a manner that allows them to easily understand and interpret proposals.
