Job overview
Provide commercial oversight of the annual capital programme through capital and commercial monitoring and management at both project and programme levels, working closely with project and programme leads.
This is a technical accounting role, integral to the efficient functioning and overall success of the Estates Capital Team.
The post holder will offer dedicated support to the Head of Capital & Transformation and deliver expert financial advice to Capital Team Project Managers. This includes supporting the implementation, maintenance, and reporting of financial controls, performance, and outturn of Capital Projects.
Main duties of the job
This will include but not be limited to:
Maintain an active database of long and short-term priorities and schedule and manage the timely submission of business cases for approval so that schemes can be delivered to required deadlines.
Further develop the provision of a capital accounting service to the Department, ensuring that both transactions undertaken and information provided are accurate, timely, and produced to the standards set by the Trust.
Responsibility for ensuring that orders and contract documents are issued, and that invoices are processed for payment. Additionally, the post holder will develop improved systems for capturing information on assets, reducing backlog, and reporting all Government-requested data—such as ERIC returns—relating to fixed assets, promptly.
Work with an external provider in further developing the PowerBI software system that will provide enhanced financial and operational management and reporting capabilities over a 3-year window and will oversee the smooth transition from Integra to Oracle and be the focal point for the resolution of queries related to the outsourced financial services provided by SBS.
Responsible for producing reports for presentation to the Investment Governance Committee and its sub-committees that accurately describe and forecast delivery of current-year programmes and pre-commitment into future years.

Training & Qualifications
Essential criteria
- Master's or equivalent level experience
- Possess a professional accounting qualification e.g. ACA, ACCA, CIMA or CIPFA, or
- Possess multi-year experience within an EFM Capital Team managing all financial elements of the Capital Programme
Desirable criteria
- Willingness to undertake further management courses
- Project Management
Experience
Essential criteria
- Significant recent experience in a finance position.
- Significant experience in capital accounting, including preparation of annual accounts notes and working papers related to Property, Plant and Equipment.
- Experience of working with computerised financial systems
- Experience of delivering a highly complex work programme against multiple challenging deadlines.
- Extensive experience of advising and working in tandem with senior managers and directors of a large, complex organisation.
- Experience of IT, including advanced spreadsheets, computerised financial ledgers, budgeting and financial modelling systems and costing systems.
- Experience of using an NHS computerised general ledger system and, in particular, Integra and Oracle General Ledger.
- Experience in the use of PowerBI with which to capture, record and produce project reports and cashflow forecasts.
Desirable criteria
- Significant experience post qualification
- Proven record of effecting change in a financial department or section thereof.
- Recent experience in NHS finance.
- Experience of the NHS Investment Case regime
