Job overview
We are looking for a knowledgeable and proactive Building & Civil Engineering Manager to join our Estates Team on a full-time basis. In this key role, you will be the subject matter expert for the maintenance and compliance of all building and civil engineering services across the Trust, ensuring safety, compliance and maintenance to the highest industry standards.
You'll be providing expert technical advice to the Maintenance and Projects teams, lead on assurance and audits, and develop technical specifications for capital and maintenance projects. You'll also carry out Authorised Person duties for two or more of the following areas: Asbestos, Confined Spaces, and Fire.
The role requires effective communication with internal teams and external partners, the ability to manage procurement processes and contracts, and a strong focus on compliance, health and safety, and accurate record keeping. You'll oversee contractor performance, contribute to statutory reporting, and support engineering assurance activities, including audits and maintenance reviews. You'll lead and develop a high-performing team, drive continuous improvement, and support the financial and operational delivery of estates and facilities contracts, while maintaining a strong focus on customer satisfaction and business continuity.

Main duties of the job
- Procurement & Contract Management: Lead on writing technical specifications, procuring suppliers, managing contracts, and ensuring compliance with Trust and statutory requirements. Oversee contractor performance, budget management, and contract renewals.
- Compliance: Support the Compliance Team in maintaining approved contractor databases, reviewing health and safety handbooks, and ensuring all contractors are trained and compliant with Trust policies.
- Engineering Management: Provide expert advice and support across the Estates function, act as the Trust’s
- Authorised Person for asbestos management, and maintain the asbestos register.
- Leadership & Team Building: Foster effective team working, support staff development, and ensure robust performance management. Provide professional leadership to the contracts team and assist in developing business plans.
- Governance & Risk: Record and resolve contractor non-performance, update risk registers, and develop policies and procedures for procurement and contract management.
- Business Continuity & Customer Satisfaction: Ensure service contracts support business continuity plans, develop procedures for monitoring quality and customer satisfaction, and manage non-pay contract budgets

Qualifications
Essential criteria
- Degree in Building surveying/Civil Engineering, or other estates related subject; and substantial experience as a senior manager within an estates and facilities department.
- Incorporated Engineer as registered with the Engineering Council.
- Member of RICS/CIOB/IHEEM
- IOSH H&S Certificate
Desirable criteria
- Chartered Engineer as registered with the Engineering Council or chartered surveyor
- NEBOSH General Certificate
Knowledge & Experience
Essential criteria
- Able to demonstrate expert knowledge of all aspects of contract management and procurement.
- Able to demonstrate expert knowledge of procurement rules and regulations, including OJEU and public sector procurement rules.
- Good knowledge of estates and facilities services.
Desirable criteria
- Health Technical Memorandums: Asbestos , Confined spaces, Working at Height
Experience
Essential criteria
- Significant relevant post qualification experience as a senior manager within an estates department.
- Experience of working across departments and organisational boundaries.
- Experienced in the use of a wide range of Microsoft packages with keyboard skills including writing corporate documents.
Desirable criteria
