Job overview
The primary purpose of this role is to support the Executive lead and Deputy in the development, direction, and leadership of a high-quality PFI contract and operational management function. The post holder will be responsible for leading and ensuring the PFI services are delivered to meet the Trust’s strategic and operational needs across three PFI projects.
The key areas of focus are to strengthen the Trust’s capacity and capability in relation to contract management operational delivery from our PFI contracts, working closely and collaboratively with other corporate functions (including procurement, ICT, Commercial and Finance) and providing an excellent, responsive service to the department Heads and clinical services. The post holder will also provide assurance in relation to statutory compliance and risk associated with the PFI estate, infrastructure and facilities support services.

Main duties of the job
Key Responsibilities:
- To provide senior operational leadership across three Trust PFI projects
- Represent the Trust and Lead the contract discussions and commercial negotiations across the three PFIs
- To manage the relationship and contract performance with PFI partners and lead the negotiation and review of service contracts
- To monitor and manage the performance of PFI service providers to ensure that service level agreements and contracts are developed and achieved, and service delivery issues resolved
- Lead on the development of long-term, strategic plans, ensuring robust business planning, considering the financial uncertainty and impact it will have across the whole organisation
- Provide strong, effective, and visible leadership across the PFI portfolio, promoting effective team working and acting as a role model
- Lead on all aspects of policy and service development across the PFIs to ensure there is a robust and effective delivery of all elements of the PFI portfolio
- To be the PFI budget holder for all allocated budgets relating to the operation of the PFI contract

Main Responsibilities
The primary purpose of this role is to support the Chief Nursing Officer and Deputy Chief Nursing Officer in the development, direction and leadership of a high-quality PFI contract and operational management function. The post holder will be responsible for leading and ensuring the intelligent client function ensures PFI services are delivered to meet the Trust’s strategic and operational needs across three PFI projects.
The PFI Service Delivery Director will support the Chief Nursing Officer and Deputy Chief Nursing Officer in all aspects of Facilities Management and will be responsible for the delivery of the highest quality management of the core team, formulating longer term strategies and new efficient ways of working that deliver high customer and staff satisfaction levels, and services that are seen as value for money.
The key areas of focus are to strengthen the Trust’s capacity and capability in relation to contract management operational delivery from our PFI contracts, working closely and collaboratively with other corporate functions (including procurement, ICT, Commercial and Finance) and providing an excellent, responsive service to the department Heads and clinical services. The post holder is required to forge and maintain excellent working relationships to support a collaborative and partnership style of working, within the Trust and our PFIs.
The post holder will be required to provide specialist and professional advice to the Trust senior leadership team to include assurance in relation to statutory compliance and risk associated with the PFI estate, infrastructure and facilities support services.

Qualifications
Essential criteria
- Degree level qualification in building technical, property or business related area.
- Chartered member of relevant professional body.
- Masters degree qualification or significant equivalent specialist experience.
Desirable criteria
- MBA or relevant masters level degree professional qualification.
Experience
Essential criteria
- Proven PPP/PFI contract management knowledge including operational level experience
- Senior experience working with the NHS in relation to contract administration, operational service delivery and FM contracts
- Extensive senior management experience at Director or Deputy Director level in the public or private sectors
