Powys Teaching Health Board (PTHB) is looking for an exceptional senior leader to join us to play a pivotal role in shaping the future of Planned Care services across our system as part of our organisation wide ‘Better Together’ transformation programme.
We are looking for an experienced and credible senior leader who can demonstrate: Extensive experience of Planned Care and service transformation within a complex healthcare environment with proven track record in delivering large-scale change programmes and performance improvement
Strong strategic thinking, leadership, and influencing skills
Experience of working with senior stakeholders and multidisciplinary teams
Ability to analyse complex information and make high-level, evidence-based decisions
The Planned Care Transformation Lead (Operational) is a senior leadership role working collaboratively with existing operational and clinical leads to provide operational direction, additional senior oversight and capacity for the planning and delivery of Planned Care transformation across both provider and commissioned services
Lead implementation of key reviews and frameworks including GIRFT, external consultancy recommendations, and Clinical Optimisation Frameworks.
Main duties of the job
Provide vision and leadership for Planned Care transformation across Powys and Lead the development of long- and short-term strategic plans for services
Ensure alignment with Welsh Government policy and NHS Wales frameworks
Implement widescale changes, deliver performance targets and improvement plans for Planned Care services
Use data to monitor, evaluate, and enhance service performance
Lead redesign of service models and pathways to improve efficiency and value
Work collaboratively with clinical leaders, operational teams, and external partners
Engage with trade unions, professional bodies, and system partners
Represent the Health Board in key regional and national forums
Build and lead high-performing teams, fostering a culture of continuous improvement
Support staff through complex organisational change and transformation
Promote a positive, inclusive culture aligned with Health Board values
Ensure transformation programmes align with financial, governance, and HR framework.
Lead delivery of cost improvement and productivity programmes
Maintain robust risk management and assurance processes

- Educated to master’s degree level or equivalent demonstrable level of work experience
- In depth professional knowledge in several disciplines i.e., Human Resources, Financial Management, Performance Management

Experience
Essential criteria
- Extensive experience in planned care, working at a senior level in a large complex organization
- Extensive experience of working at Senior Management within the NHS, ideally at General Manager level
- Planning and implementing long-term strategy
- Proven track record of successfully introducing service improvement or successful management of significant organizational change in a complex environment
- Strategic thinking at a senior level
- Significant experience of working with staff, their representatives and trade unions/professional organizations in managing complex change
- Demonstrable success in building, leading, motivating, managing and developing teams
- Familiar with Welsh Government policy knowledge and understanding of NHS Wales policy framework for health and social care
- Successfully managing significant budgets across a range of services and delivering against financial targets
