THIS POST IS FIXED TERM/SECONDMENT FOR 12 MONTHS UNTIL 31/5/2026 DUE TO MATERNITY COVER.

An exciting opportunity has arisen to join the People & Culture team at Powys Teaching Health Board,  providing maternity cover until 31 May 2026.  Working within the People & Culture Team at Powys offers a broader range of experience than a traditional HR business partner role,  working closely with senior members of People & Culture team as well as senior members of staff across the organisation.   

The post holder will work as part of the Business Partnering team to provide People and Culture advice across their respective nominated directorates  and ensure a  proactive, collaborative approach is in place to drive the achievement of the Health Board and Directorate objectives, this will include developing and maintaining positive working relationships with Trade Union partners.

Main duties of the job

Within the role of Business Partner, the post holder will:

  • Understand the Health Board and its services – the post holder will develop and understanding of how the Health Board operates, how it creates value, its strategic drivers and its purpose.
  • Generate insight from data and evidence – using and applying evidence to support business cases, strategies and inform decision making.
  • Connecting with curiosity, purpose and impact – asking the right questions, crafting networks and understanding where HR can identify opportunities to create the most value.
  • Leading with integrity, consideration and challenge – having the courage and confidence to challenge thinking and actively demonstrate Health Board and profession values in their day to day work.

The People & Culture Business Partner will provide professional HR support to a number of corporate directorates as well as our hosted services.    This will include providing advice in relation to:

 · Workforce planning

· Organisational Change

 · Engagement & Staff Wellbeing

· Employee Relations

· Workforce performance & efficiency

The People and Culture team work in a hybrid way which enables home working with an expectation that the post holder is able to attend base twice a week and is flexible to meet business needs.

Detailed job description and main responsibilities

The detailed job description can be found as an attachment to this vacancy.  Broadly, the main duties of the role will include: 

·       Providing HR advice across a range of complex employee relations matters

·       Provide coaching and support to managers and leaders to support excellence in leadership and the effective deployment of People and Culture Strategy, Policy and practice

·       Work autonomously to prioritise workload effectively across a broad portfolio with areas of competing demands. Ensure approaches are in place to effectively manage expectations, identify deadlines and timescales and appropriately escalate issues of potential risk.

·       Maintain a clear understanding and up to date knowledge of the legal framework within which HR operates to ensure credible, consistent and robust advice is provided on complex HR matters.

·       Support the Directorates in the development and monitoring of Workforce plans and alignment to the overall Health Board strategic direction.  This will include providing support to service managers in reviewing workforce requirements in order to facilitate role redesign, resourcing requirements and processes for modernising the workforce.

·       Lead the development of Workforce policies as required in line with current legislation and keeping abreast of modern HR procedures and best practice.

·       Regularly utilise data to analyse workforce performance, issues and trends and will be required to utilise this information to form evidence-based recommendations and approaches.  This will include the requirement to utilise a variety of systems, such as Excel, ESR etc.

 

       The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Experience

Essential criteria
  • Experience of working in a unionised environment and a commitment to working in partnership
  • Experience of handling extremely complex Employee Relations issues
  • Experience of policy development and consultation processes

Knowledge

Essential criteria
  • Masters in Human Resource Management (or equivalent qualification) or equivalent experience demonstrated via: • Significant experience in a senior HR Advisor/Practitioner role • Demonstrable experience of providing advice to managers on complex Employee Relations matters • Demonstrable ability to analyse and make judgments on complex workforce issues
Desirable criteria
  • CIPD Professional Registration: MCIPD level or willingness to obtain as part of an agreed CPD objective
