An exciting opportunity has arisen for an enthusiastic individual to join our team to undertake the role of Primary Care and Community Programme Manager (Band 8a). 

 This is a senior, strategic leadership role with significant organisational accountability and external influence. The post holder leads a highprofile programme, establishing and overseeing governance, performance, quality, and risk for a new Wales Primary Care and Community Research Delivery Network, while delivering a national research portfolio across Wales. 

 The role focuses on developing inclusive, community based research delivery models, particularly for underserved populations. It provides system leadership across health and social care, building strong partnerships with NHS Wales, community organisations, and commercial partners to enable fair, efficient, and patient centred research delivery. 

 The postholder will have a nominated base within the NHS and will have the ability to work remotely/flexibly.

Main duties of the job

  • Demonstrable experience of operating at a senior level, working within a high-profile programme team with freedom to act and at a strategic level with organisational accountability, and external influence. 

  • Lead on the development of innovative approaches to designing and implementing inclusive, community-based research delivery models, particularly in underserved or marginalised populations.  

  •  Establish and be responsible for the implementation and oversight of governance and operations for a new Wales Primary Care and Community Research Delivery Network in Wales. Provide senior programme leadership for the Primary Care and Community Research Delivery Network, leading delivery of the centres research portfolio across Wales. 
  •  Maintain senior oversight of performance, governance and quality, using intelligence and insight to manage risk, assure delivery and support fair, efficient and compliant research operations.  
  •  Build and sustain effective partnerships with commercial partners, key stakeholders across health and social care (NHS Wales Health Boards, primary care, community organisations), providing system leadership that enables inclusive, patient-centred research delivery across Wales

  • • Master’s degree level qualification in relevant subject or equivalent demonstrable experience
  • • Leadership and management qualification or equivalent experience
  • • Significant experience of working at a senior management level and with clinicians and other health and social care professionals
  • • Project Management Qualification

  • • Senior leadership and management experience in the NHS, including research delivery leadership and successful programme management.
  • • Proven experience in leading change, including research delivery models.
  • • Line management experience, with strong knowledge of relevant policies and procedures.
  • • Advanced expertise in commercial research delivery, including sponsor engagement, contract negotiation, income generation, and performance oversight.
  • • Strong budgetary and financial management skills.
  • • Experience of partnership working, contributing to the development, implementation, and evaluation of policies and strategies.
  • • Effective performance management expertise, with experience applying performance methodologies.
  • • Highly developed analytical and problem solving skills, with the ability to interpret complex information from multiple sources and develop evidence-based solutions.
  • • Ability to design new solutions, applying a logical, analytical approach.
  • • Proven ability to produce high quality written outputs, including reports, business cases, service plans, and strategies.
  • • Strong understanding of NHS Wales priorities, targets, and the wider health and social care research environment.
  • • Experience developing detailed service specifications and pathways, working with clinicians and health and care professionals.
  • • Experience preparing robust case for change documentation, supported by strong evidence.
  • • Experience assessing options, undertaking appraisals, and evaluating potential solutions.
  • • Experience developing capital business cases
  • • Good understanding of the health and social care research landscape in Wales, including organisational roles and responsibilities.
