Job overview
This post is Fixed Term for 15 months due to funding.
This is a key post within both the Health Board and Powys County Council which is responsible for leading the delivery of a high-profile transformation change programme over a 5-year period. The programme includes delivery of service change across multiple partners e.g. Education, Housing, Health and Social Care.
• Operate in an environment relating to service delivery, service reconfiguration, and disinvestment in services where they will be providing and receiving highly complex, highly sensitive, and highly contentious information where interpersonal and communications skills will need to be of the highest level.
• Provide senior leadership and management to ensure successful delivery of large-scale change and the associated benefits as per the business case. Required to actively manage and develop partnerships e.g. with neighbouring health providers, Local Authorities and Third Sector, and be able to effectively manage a range of stakeholders.
Main duties of the job
Lead the planning process of the programme, ensuring both short and long-term planning needs are met and appropriate interpretation and implementation of national and local policies, guidance, strategies and plans.
• Ensure appropriate mechanisms are in place for conducting service reviews across health (primary and secondary care) and social care at pathway and speciality level.
• Ensure any service change (spanning across Health and Social Care) is undertaken within the agreed statutory and corporate processes, this includes leading on all Impact Assessments and ensuring monitoring is in place on the delivery of actions arising from them.
• Provide high challenge and scrutiny to ensure programme objectives are met and models of care, strategic plans meet statutory requirements and best practice.
• Analyse highly complex facts from multiple data sources, requiring interpretation of Welsh Government policy, strategies and plan. Use this information to make judgements and decisions which influence the programme delivery and to develop a range of options and recommendations.
• Make effective management decisions involving the analysis, interpretation and comparison of highly complex facts or situations.

Detailed job description and main responsibilities
Lead and manage the delivery of the programme objectives, benefits and outcomes within time, quality and cost.
• Identify and secure clinical and professional leadership to directly influence the programme.
• Provide leadership to the development of governance for the programme, ensuring robust systems of governance (clinical, financial, staff, audit and risk management) are in place.
• Act as the lead contact and responsible officer for managing funding arrangements on behalf of the Senior Responsible Officers.
• Adhere to the standards laid down in the NHS Code of Conduct for Managers and always act in a manner that reflects and promotes the values of the Health Board.
• Represent the Health Board and Powys County Council at relevant national meetings to support successful delivery of the programme.
Provide assurance to the Programme Sponsors and Senior Responsible Officers on delivery of the programme and ensure appropriate escalation and management of any issues and risks.
• Ensure appropriate reporting and governance mechanisms/processes are in place to manage multiple internal and external reporting requirements, producing dashboard performance reports and progress reports.
• Develop reports for Board, Cabinet and other committees and strategic meetings.
• Development of a performance and evaluation framework to ensure effective monitoring of change against outcomes and benefits. Design and support the establishment of a Programme Board and its governance structure.
Stakeholder Management, Engagement & Communication
• Develop proactive partnership arrangements that ensure collaboration and co-operation between all key stakeholders.
• Work closely with colleagues, partners and stakeholders to develop and communicate a shared vision and direction for the shift in balance towards a more co-ordinated and integrated system within health (i.e. primary, community and secondary care) and across multiple partners such as Education, Health, Social Care, Police, Fire, Ambulance etc.
• Build and maintain effective relationships with all partners, ensuring that staff, service users, partners, professional bodies and the public are appropriately involved in decision making and the development and delivery of changes to services.
• Support the formal consultation processes, the Better Together and Sustainable Powys mechanisms, in line with legislative and national guidance in relation to any substantive service changes/reconfiguration of services including capital developments.
• Present highly complex information to a wide range of stakeholders.
Quality & Innovation
• Research and drive continuous benchmarking and evaluation of services and development of alternatives that offer greater
benefits referencing best practice globally, where possible utilising external evaluation resource.
• Ensure that innovation and good practice is evident throughout the programme.
• Coordinate and implement action and learning from audit reports relating to the programme.
• Ensure appropriate research and evidence base underpins the programme and that benchmarking, trend information, audits
and other available information is used effectively to develop and deliver strategy, plans and change across Health and Social Care.
Finance Management
• Responsible for managing and monitoring multiple budgets and for budget setting.
• Develop efficient and cost-effective services which provide value for money.
• Ensure that any projects and outcomes are delivered within their financial budget and contingencies, and against the requirement of the Programme Board, monitoring revenue and capital variance from start to finish.
Human Resource
• Lead on development and implementation of resource plan for the programme.
• Lead and directly line manage the Programme Team to include internal staff and external commissioned staff.
• May be required to undertake other relevant duties as required by the Senior Responsible Officers. This includes representing the Health Board and Powys County Council at both internal and external meetings.

Essential criteria
- Educated to master’s level or equivalent level of knowledge and experience in field of strategic planning and healthcare planning
- Detailed knowledge and experience of risk services and key programme areas e.g. key targets, current political, legal and business developments affecting service delivery in NHS Wales, performance measures and current priorities within NHS Wales
- Strong planning skills, able to plan effectively against deadlines to produce timely outputs and deliverables
- Excellent analytical skills to develop, read, interpret and disseminate complex information to others
- Evidence of political awareness and sensitivity to the high profile of the Health Board and Local Authority
Desirable criteria
- Some ability to speak, read and/or write Welsh, or an eagerness to learn
Experience

- Complex budget management experience and experience of working with government funding allocations
- Significant experience of strategic, service and capital planning, including undertaking strategy development, service reviews, capital business cases, implementing new models of care
