Job overview

The Shrewsbury & Telford Hospital and partners across the Shropshire Telford and Wrekin ICS are undertaking an exciting Hospital Transformation Programme, which includes the building and equipping of a substantial new build at the Royal Shrewsbury Hospital as well as re-configuration of services.

We are looking for an experienced Procurement Manager who can join us on a 12-month fixed term contract to support the existing procurement team. The ideal candidate must have proven NHS Procurement experience, a detailed understanding of public sector procurement regulations and be able to work on their own initiative and as part of a wider team.

Experience of capital equipping, minor works and concession contracts within the NHS / public sector would be advantageous. We offer an agile working approach, the role will require the successful candidate to be on-site in Shrewsbury for 1-2 days per week or as required, with agile (home) working available for non-on-site days.

Main duties of the job

  • The post holder will be expected to provide professional procurement advice and support and to lead the procurement process in delivering best value and service to the Trust(s).
  • To support the Senior Procurement Manager in delivering a range of Capital Works and Capital Equipping Projects as part of our Hospital Transformation Programme.
  • To develop and manage a portfolio of contracts and support its renewal strategy.
  • To strategically manage non-pay expenditure within the respective division and actively identify and deliver areas of efficiencies which include savings.
  • The role may involve leading / managing a team and the post holder will assist in developing the team’s skills and capability to meet internally & externally set performance management targets, i.e. savings, contract coverage and customer satisfaction.
  • The postholder will develop their own skills and experience through on the job and associated training courses.
  • The post holder will need to work across Trust divisions / Trusts and collaborate across the ICS where necessary to deliver mutual benefits and efficiencies.

Essential criteria
  • Corporate Membership of the Institute of Purchasing & Supply or equivalent experience is required or willingness to work towards.
  • Procurement experience to include UK Procurement Directives, Negotiation, developed through short courses, self-experience & self-study.
Desirable criteria
  • Project management experience/qualification

Knowledge and experience

Essential criteria
  • Understanding of operational requirements of purchasing and supply
  • Experience of working in procurement within the NHS or comparable experience
  • Working Knowledge of NHS Supply Chain/National Frameworks agreements.
Desirable criteria
  • Experience of minor works and capital equipping
  • Experience of working within large multi discipline organisation
