Job overview

The NMBC operate under a flexible working policy and also offer partial working from home (typically 3 days per week) as part of the role.  

The Trust offers 27 days annual leave on appointment, rising to 29 days after 5 years' of service and 33 days after 10 years' of service.   In addition, there is also the potential to accrue hours towards flexi-leave in accordance with the flexible working policy.

This is a vital role within the NMBC which is responsible for the management of the Medical Strategic Procurement Teams and other bespoke commercial related projects within the Black Country ICS (Integrated Care System) and Staffordshire & Stoke-on-Trent ICS Trusts and other customers’ of the NMBC ensuring compliance with Public Contract Regulations, Procurement Act 2023, UK Law and Trust Standing Financial Instructions. 

Main duties of the job

Responsible for the management of Medical Strategic Procurement activity and other bespoke commercial related projects within the Black Country ICS (Integrated Care System) and Staffordshire & Stoke-on-Trent ICS Trusts and other customers’ of the NMBC ensuring compliance with EU Legislation, UK Law and Trust Standing Financial Instructions. 

Effectively lead the Medical Strategic Procurement Team in influencing and managing the Trusts of the NMBC.

Lead the Medical Strategic Procurement Team activity within the NMBC Trusts and other customers of the NMBC.

Contribute to the development of the Strategic Procurement Team within the NMBC.

To lead on and support identified commercial issues / key commodity areas within the Medical Strategic Procurement remit, providing accurate, timely and up to date advice to the relevant Trust Committee / meeting; particularly where they are business critical for the Trusts in the wider health economy who are the recipients of the service.

The North Midlands and Black Country Procurement Group (NMBC) is comprised of The University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT), Walsall Healthcare NHS Trust (WHT), The Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT), Black Country Healthcare Foundation Trust (BCHFT), Midlands Partnership NHS Foundation Trust (MPFT) and Midlands and Lancashire Commissioning Support Unit (MLCSU).

The NMBC is responsible for all aspects of Procurement, Supply Chain and wider Commercial support to the aforementioned organisations covering a range of Acute, Mental Health, Community, Pathology Networks, GP Practices and Commissioning Support Units across the Staffordshire and Stoke-on-Trent, Black Country, Shropshire and South Cheshire Integrated Care System (ICS’s). With almost 200 staff, 55,000 customers and managing a total non pay spend portfolio of over £1.2b per annum the NMBC is one of the largest and influential Group Procurement Organisations (GPO’s) in the NHS.

This post sits in the Capital & NSCHT team and is based at the NMBC County Hospital Stafford site, reporting to the Deputy Director of Procurement BCPS & Mental Health within the NMBC.  The role is directly responsible for the Capital, NSCHT & RWT Division 3 Community Procurement Teams’.
