The North Midlands & Black Country Procurement Group (NMBC) is  comprised of The University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT) and Walsall NHS Trust (WHT), The Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT),  The  Midlands Partnership NHS Foundation Trust (MPFT), the Black Country Healthcare Foundation Trust, (BCHFT) & Midlands & Lancashire Commissioning Support Unit (MLCSU).

The NMBC is responsible for the Strategic and Operational Procurement for UHNM (Royal Stoke University and County Hospitals), RWT (New Cross and Cannock Hospitals), WHT (Walsall Manor Hospital) and 36 partner NHS organisations within the Staffordshire, Shropshire, Cheshire, Herefordshire, Worcestershire & Lancashire Health Economies.  The NMBC is responsible for the management and control of expenditure in excess of £600 million across the Midlands  and Black Country health economies.

This post sits within the Commercial Contract Management  team and is primarily based at the Royal Stoke University Hospital site, reporting to the Group Deputy Director of Procurement - Commercial Contract Management.  The main purpose of the role is the provision of strategic commercial contract management for the  North Midlands and Cheshire Pathology Services (NMCPS) network.

Main duties of the job

We  offer partial working from home as part of the role.  

The Trust offers 27 days annual leave on appointment,  29 days after 5 years' service, 33 days after 10 years' service.   There is also the potential to accrue hours towards flexi-leave in accordance with the flexible working policy.

Reporting in to the Group Deputy Director of Procurement - Commercial Contract Management, the Senior Strategic Procurement Manager will be a vital member of the NMBC Senior Management team. 

Leading the commercial contract management activity for the NMCPS portfolio of contracts , the role is to optimise the commercial position and ensure effective management of contractual and commercial risks, building strong Trusted partnerships with suppliers; delivering highly professional contract and commercial management services that facilitates a shared view on the contractual and commercial landscape. .  

This is a demanding role, integral in supporting the delivery of strategic objectives of the network, exploring and delivering collaborative opportunities with other Trusts in the group, and to contribute to delivering savings targets.

The role will support the local Procurement strategy , maximize value for money,  whilst ensuring compliance with EU Procurement Legislation, UK Law and the Trust's Standing Financial Instructions.

Qualifications

Essential criteria
  • Member of the CIPS ( Chartered Institute of Purchasing and Supply Level 6 or a BSC in Business/Procurement related subject
  • Evidence of on-going professional training and a consistent personal development history.

Experience of Commercial Leadership and Contract Management

Essential criteria
  • Significant experience of working in an environment where highly developed leadership and influencing skill are essential
  • Experience of setting up/monitoring/management of contracts
Desirable criteria
  • An understanding of benchmarking and VFM analysis

Significant Experience

Essential criteria
  • Proven track record of delivering highly complex projects, savings initiatives which have improved service outcomes, as well as reduced costs or driven efficiency savings

Knowledge & Skills

  • Able to undertake complex data collection, input, analysis, audit and evaluation to formulate policy and drive autonomous decision making
